Background

Context of the REDD+ initiative:

Indonesia is the third largest emitter of CO2 and the world’s largest emitter from agriculture, forestry and other land use. Over the past five years, Indonesia’s annual deforestation rate has averaged around 1 million hectares, which contributes more than 80 percent of Indonesia’s estimated annual emissions.

In response to this situation, on 26 May 2010 the Governments of Indonesia and the Kingdom of Norway signed a Letter of Intent to establish a REDD+ (Reducing Emissions from Deforestation and Forest Degradation) Partnership to tackle greenhouse gas emissions resulting from deforestation and forest and peat-land degradation in Indonesia. REDD+ is a global mechanism which provides an opportunity for developing countries like Indonesia to move towards a sustainable green economy through the implementation of REDD+ activities and, for industrial countries like Norway, to support a reduction in global deforestation by contributing funds for these activities. For Indonesia REDD+ also offers a way to achieve the Indonesian government’s voluntary commitment to the world to reduce emissions as much as 26 percent under a business-as-usual scenario or up to 41 percent with international support by 2020.

Since 2013, the REDD+ Partnership has entered an interim phase to build on the momentum of Phase 1 and ensure full readiness for Phase 2. One important milestone of this Interim Phase has been the establishment of the National REDD+ Agency (BP REDD+) in December 2013 which was followed by the appointment of the Agency’s head and, more recently, its four deputies. With this, the Agency in cooperation with partner provinces is establishing provincial-level REDD+ institutions that over time will manage REDD+ activities at the local level.

The immediate objectives of the Agency which will be progressively managed through these provincial institutions are three fold: 1) deliver results in high impact areas by the end of 2014; 2) engage with regional parliament to increase support for sustainable development programmes; and 3) develop a provincial capacity for REDD+ implementation as a part of the operationalization of the Agency’s institutions and systems.

With respect to this first objective, there are three areas that will be implemented:

  • Reduce the negative impacts of forest fires;
  • Clarify land tenure issues, specifically through Constitutional Court Ruling 35/2012 (MK35) which reverts customary forests back to indigenous communities.
  • Facilitate dialogue between stakeholders with the purpose of creating a legal framework and guidelines for resolving land conflicts in and around National Parks.

Context of this ToR:

In order to facilitate the implementation of these immediate objectives, it will be necessary to provide small grants to appropriate organisations and to monitor and report on their progress and achievements. The process of providing small grants at the provincial level requires liaison with the local government at both the provincial and district level to ensure that the activities being undertaken are consistent with the provincial REDD+ Strategy and Action Plan (PSAP).

Further, the REDD+ Agency’s funding instrument (FREDDI) has prepared a small-grants funding window which details the criteria and specific requirements for eligibility for disbursement of small grants. In this context, it is necessary to align projects with this criteria and, importantly, to ensure that potential proponents of projects fulfil the requirements of the funding mechanism.

In the light of this, under the supervision of Work-stream Coordinator, the REDD+ Project is looking to engage a Grant Management Specialists to support the REDD+ Project in managing small grant at the local and/or provincial level. The Grant Management Specialist will be assigned to strengthen the capacity of local facilitators to ensure that small grants proposals are aligned with local REDD+ strategies, and that they are managed and monitored transparently.

Objectives of Assignment:

The objective of this assignment is to ensure that small-grants for REDD+ activities are distributed effectively and transparently and are monitored and reported in a timely and accountable manner. These grants will be awarded to local or national non-government and government institutions under the umbrella of REDD+ pilot initiatives in Riau, Jambi and West Sumatra. 

In addition, this assignment aims to compliment the objectives of the REDD+ Project Management Unit through the provision of analysis determined by on-going data collection, field observation and field verification.

Travel Assignment Details

The incumbents will be required to travel to various partner provinces to assist in achieving the above objectives:

  • One post will be responsible for small grants and/or co-share funding activities in West Sumatra and Jambi. This responsibility will involve two trips each month to the province for an estimated four-day period.

One post will be responsible for small grants and/or co-share funding activities for Riau and East Kalimantan. This responsibility will involve two trips each month for an estimated four days for each province.

Duties and Responsibilities

  • Along with REDD+ Project Monitoring and Evaluation Team, the incumbent willdesign and implement methods for conducting monitoring and evaluation and reporting of the small grant initiatives in the targeted provinces;
  • Conduct and support field missions/surveys for data collection, field observation, and field verification in relation to implementation and accountability of the small grants and co-funded programmes;
  • Facilitate capacity building and knowledge sharing related to the FREDDI small grant initiatives in the targeted provinces.
  • Support, participate and mediate meetings, Focus Group Discussions (FGD), Workshops and other consultative events related to the small grant initiatives in the targeted provinces.

Give recommendation to the REDD+ Project team on capacity building provided  to selected partners.

Required Skills and Experience

 Academic Qualifications:

  • Advance university degree in Business Administration, Finance, Law or Social Sciences;
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of six (6) years’ work experience for Bachelors or 4 years for Master;
  • Extensive analytical and practical experience in project management and financial management;
  • Experience conducting analytical reports, related to project implementation;
  • Experience in preparing and communicating information on technical and administration materials as well as conduct capacity building to a range of diverse stakeholders;
  • Knowledge and experience on REDD, climate change and forestry issues;
  • Ability to work comfortably at local, national, and international levels;
  • Experience in working with CSO and/or local government on small grant implementation will be an advantage;
  • Ability to do multi-task, learn new material, and manage time effectively in a dynamic and fast-paced working environment;
  •  Preference will be given to candidates with experience in project management in fields related to forestry or environmental/natural resource management.

Language Requirements:

  • Fluency in written and spoken Bahasa Indonesia and English is a must.

Other requirements:

In addition to the scope and output stated above, the incumbent will be required to undertake other ad hoc tasks that may arise during the contract period. These tasks will be delegated by the Project Coordinator or the Work-stream Coordinator who will ensure that these ad hoc tasks do not impede on the incumbent’s ability to meet contractual obligations/deliverables.

All materials and other intellectual property produced while working under contract including, but not limited to, documents, presentations, white papers, photographs and other media, will remain the property of the UNDP REDD+ Project and are required to be submitted to Work-stream Coordinator for archiving.
