Background

CBA Project is financed by European Union and co-financed and implemented by UNDP. Its overall objective is to promote sustainable socio-economic development at local level by strengthening participatory governance and encouraging community-based initiatives throughout Ukraine. It is achieved by local communities and local governments by undertaking joint planning and joint implementation of community initiatives. First phase of the Project started in 2008 and was succeeded by its second phase in 2011. The Project has been operational in 25 regions, 264 rayons, 1108 village/city councils and 1109 local communities of Ukraine. More than 20 universities across the country have partnered with CBA Project to utilise CBA experience into their curriculum. The project period is until May 2015. The third phase of the CBA Project (CBA III) has begun with 42 months duration. It carries expanded vision over previous two phases and will be implemented throughout Ukraine. Expanded vision includes project interventions in rural areas, in urban areas and in the areas of knowledge management. Accordingly, support is provided to strengthen the capacity of (a) local councils to improve local governance; (b) local communities (villages/multi-apartment buildings) to plan and implement local initiatives jointly with local governments; (c) national associations and regional universities to utilise the experience of the Project respectively in their policy works and curriculum. In this context, a number of trainings/roundtables are held, micro-projects are supported and partners’ visits are organised. These activities require a large amount of information and documents flow horizontally and vertically. They need to be recorded, processed and documented, including on CBA website. In this context, United Nations Development Programme is recruiting a professional with relevant experience and track record for the position of Community Development Assistant.

Duties and Responsibilities

Under overall supervision of Community /Urban Development Specialist, the incumbent should perform the following functions:

  • Prepare documents related with partnership agreement and small grant agreement;
  • Maintain/archive files and folders related with activities of the community/urban development unit;
  • Assist in preparing appraisal and documentation of community project proposals;
  • Maintenance of registry/archive system in the project, including registry and classification of incoming and outgoing documents, agreements and tranche reports;
  • Maintain correspondence related with field activities of the Project;
  • Assist in preparing appraisal and documentation of community project proposals;
  • Provide support in oral and written translation of documents as well as during meetings, roundtables and public events related with the Unit;
  • Assist in preparation of documents for disbursement of community project tranches;
  • Provide support in organizing and conducting of official events and visits, prepare distribution materials;
  • Maintain data on profile of partners, communities and community related activities and assist in web-based information dissemination;
  • Maintain the project website content by collecting information and data from the regions and uploading on the website;
  • Creating e-requisitions on e-travel items in ATLAS system;
  • Assist in monitoring, evaluation and auditing of the project;
  • Assist in hosting donors and partners visit to project sites;
  • Providing other administrative support to Community/Urban Development Unit.

Measurable outputs of the work assignment:

  • Processing of micro-project proposals and tranche reports supported;
  • Grant Agreements prepared;
  • Information of community development activities documented in files, on server and on website

Performance Indicators for evaluation of results:

  • CBA related documents are timely prepared and dispatched;
  • CBA related information are timely registered and posted on server and sites

Required Skills and Experience

  • Bachelor degree in social science or equivalent;
  • Knowledgeable about local development and experience in local communities development;
  • 3 years of experience of working with government and non-government organizations;
  • Sound experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint etc.);
  • Fluency in Ukrainian, Russian and English is a must.
