Background

CBA Project is financed by European Union and co-financed and implemented by UNDP. Its overall objective is to create an enabling environment for long-term self-sustaining social-economic and community development at local level by promoting local self-governance and community-based initiatives throughout Ukraine. It is achieved by local communities and local governments by undertaking joint planning and joint implementation of community initiatives. The Project is operational in 24 oblasts, 264 rayons, 1108 village/city councils and 1109 local communities of Ukraine. The project period is until May 2015 with possibility of extension. The third phase of the CBA Project (CBA III) has begun with 42 months duration. It carries expanded vision over previous two phases and will be implemented throughout Ukraine. Expanded vision includes project interventions in rural areas, in urban areas and in the areas of knowledge management. The project is implemented by project staffs located at two levels – central level (in Kyiv) and regional level (in oblasts). In this context, United Nations Development Programme is recruiting a professional driver with relevant experience and track record.

Duties and Responsibilities

Under overall supervision of Administration Officer, the incumbent should perform the following functions:

  • Timely and safe driving of project employees, consultants, project guests, project visitors, UNDP staff in the project official vehicles at the authorization from the project management;
  • Performing tasks related to the daily maintenance of the vehicle;
  • Maintaining daily vehicle logs (mileage, fuel consumption, travel routs) and submitting logs to the project administrative assistant on a timely basis;
  • Ensuring that repair and maintenance services are done on project vehicles in time;
  • Ensuring that all instructions regulating safe driving behaviour and Rules of the Road are in hand and strictly followed;
  • Ensuring that the vehicle has valid insurance;
  • Driving the project’s vehicle for delivery and collection of mails, documents, pouches, equipment and other administrative tasks as required under the project;
  • Providing assistance in checking the completeness of micro-projects documents and following up on missing records;
  • Assist in the organization of and logistical preparation for field trips, visiting missions, etc.
  • Assist in reviewing records related to in-country missions and field trips;
  • Support in registry of incoming and outgoing documents and correspondence;
  • Provide support to Administrative Officer in evaluation of invoices sent by CDOs during local purchases of tires, technical maintenance services (for 24 vehicles);
  • Assist in selection process of new hired drivers at OIUs;
  • Provide support in training on corporate procedures to newly hired drivers in cooperation with Admin Officer;
  • Provide support in checking, verification and correction of vehicle logs (mileage, fuel consumption, travel routs) from 24 OIUs’ drivers;
  • Provide operational support to project activities;
  • Performing other duties as required.

Measurable outputs of the work assignment:

  • Delivery of driving service;
  • Maintenance of vehicle.

Performance Indicators for evaluation of results:

  • Quality and safety of driving
  • Timeliness of maintaining vehicle and logs.

Required Skills and Experience

  • Secondary Education;
  • Valid Ukrainian driving license (minimum category B, preferable - all);
  • At least 3 years of professional driving experience;
  • Fluency in Ukrainian/Russian language, knowledge of English would be an asset.
