Background

CBA Project is financed by European Union and co-financed and implemented by UNDP. Its overall objective is to create an enabling environment for long-term self-sustaining social-economic and community development at local level by promoting local self-governance and community-based initiatives throughout Ukraine. It is achieved by local communities and local governments by undertaking joint planning and joint implementation of community initiatives. The Project is operational in 24 oblasts, 264 rayons, 1108 village/city councils and 1109 local communities of Ukraine. More than 20 universities across the country have partnered with CBA Project to utilise CBA experience into their curriculum. The project period is until May 2015 with possibility of extension. The third phase of the CBA Project (CBA III) has begun with 42 months duration. It carries expanded vision over previous two phases and will be implemented throughout Ukraine. Expanded vision includes project interventions in rural areas, in urban areas and in the areas of knowledge management. Financial operation of the Project is managed by finance unit led by the Finance Specialist and consists of a number of finance assistants. Details on CBA-III can be found at - www.cba.org.ua/three.

In this context, United Nations Development Programme is recruiting a professional with relevant experience and track record for above position of Finance Assistant. He/she ensures execution of transparent and efficient financial and procurement services and processes, undertaken during project implementation, under the framework of IPSAS.

Duties and Responsibilities

Under the direct supervision of Finance Specialist, the incumbent will perform the following functions:

  • Monitoring and reviewing of reporting documents (micro-projects) from community organizations of 12 selected oblasts of Ukraine;
  • Maintaining and regularly updating the procurement and finance filing system, related to the project activities in 12 selected oblasts;
  • Creating vendors, e-requisitions and purchase orders; budget checking, dispatching and closing purchase orders for CBA in compliance with UNDP procurement and financial procedures and taking timely corrective actions on purchase orders with budget check errors and other problems;
  • Maintaining data on processing and payments and assisting in web-based information dissemination;
  • Preparing and maintaining financial reports on the disbursements of Micro Project advances in accordance with IPSAS regulations;
  • Providing trainings on finance related processes to the project staff in the field offices and community organizations;
  • Reviewing financial and petty cash reports;
  • Providing support in project audit activities;
  • Performing other duties as required.

Measurable outputs of the work assignment:

  • No. of documents processed for financial transaction;
  • No. of vouchers raised for financial transaction.

Performance Indicators for evaluation of results:

  • Accuracy of data entry and data processing;
  • Familiarity with financial policies and procedures relevant to the Project;
  • Quality of document/information maintenance.

Competencies

  • Sound organisational and time management skills.

Required Skills and Experience

  • Bachelor degree in accounting, auditing or equivalent; specialized training in finance and procurement would be an asset;
  • 3 years of experience in finance, accounting, audit or related field;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) related with accounting and finance;
  • Knowledge in internet-based financial management will be a strong asset;
  • Experience with international technical assistance projects would be an asset;
  • Fluency in Ukrainian/Russian and English is a must.
