Background

The Independent Evaluation Office (IEO) of UNDP undertakes country level evaluations – known as Assessment of Development Results (ADRs) – in annual rounds. The ADRs are timed to provide evaluative evidence to feed into the development of new Country Programme Documents. The ADRs also support UNDP’s accountability to national stakeholders.

The ADRs are managed by IEO staff but coordinated by a Cluster Coordinator for Programmatic Evaluations (covering ADRs plus regional and global programme evaluations). Under the guidance and direct supervision of the Cluster Coordinator, the Evaluation Analyst is responsible for supporting the implementation of the 2015 of ADRs.

Duties and Responsibilities

Overall the Evaluation Analyst will perform the following key functions:

  • Support the Cluster Coordinator for Programmatic Evaluations in his/her role;
  • Participate in one or more ADR teams;
  • Support and coordinate the work of Research Associates working on ADRs;
  • Maintain and update the ADR guidance.

Specifically, the evaluation analyst will support the following tasks:

Task: Support the Cluster Coordinator for Programmatic Evaluations in his/her role.

  • Identify the eligible countries for an ADR;
  • Monitor implementation of ADRs;
  • Monitor the effectiveness of ADR processes;
  • Monitor use of ADRs;
  • Check compliance of ADRs with guidance.

Result: Better utilisation of ADRs through more timely implementation.

Task: Participate in one or more ADR teams.

  • Undertake research work on one or more ADRs;
  • Prepare background papers (for example on national context) as requested;
  • Prepare draft outcome papers as requested;
  • Participate in field work where required.

Result: One or more ADRs conducted with high quality research and data collection.

Task: Support and coordinate the work of Research Associates (RAs) working on ADRs.

  • Provide support to RAs in terms of the research element of the ADR;
  • Provide orientation of new RAs using the ADR guidance prepared by the IEO;
  • Coordinate their activities ensuring equitable allocation of work.

Result: All ADRs receiving quality research and background papers.

Task: Maintains and updates the ADR guidance.

  • Ensure that the guidance is up to date in relation to IEO and UNDP corporate policies and procedures;
  • Take ownership of, and pro-actively support the strengthening of, the ADR Research Manual as appropriate;
  • Communicate changes to IEO staff.

Result: ADR implemented efficiently as the result of clear processes and methodology

Expected Outputs and Deliverables:

  • ADR implementation monitoring tables produced every two weeks;
  • ADR process and use monitoring reports every quarter;
  • Background research on at least two ADRs together with draft outcome papers; and
  • Updated ADR manuals in advance of the start of the 2016 round of ADRs.

All deliverables will be subject to the review and approval of the Cluster Coordinator for Programmatic Evaluations.

  • Knowledge of UNDP context and topics;
  • Good technical and professional skills;

  • The consultant should also be able to demonstrate a commitment to compliance with evaluation ethics;

Required Skills and Experience

Education

  • Master’s Degree or equivalent in Social Sciences or related field.

Experience

  • At least 4 years of relevant experience;
  • Experience with evaluation process management.

Language

  • Fluency in English essential;
  • Fluency in French and/or Spanish highly desirable.
