Background

The UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Strategic Partnerships, Coordination and Intergovernmental Bureau leads and coordinates UN Women’s implementation of its system-wide and interagency mandates and functions. Central to this is the operationalization of the intergovernmental mandate expressed in its founding resolution in which the UN’s General Assembly decided that UN Women will “lead, coordinate and promote the accountability of the United Nations system in its work on gender equality and the empowerment of women” at the global, regional and country levels.

The Coordination Adviser is a member of the UN System Coordination Division’s team part of the Strategic Partnerships, Coordination and Intergovernmental Bureau of UN Women. S\he reports to the Director of the Division who provides overall strategic direction, guidance and oversight. On work pertaining to the UN-SWAP and gender parity s\he report to the Senior Advisor on Coordination and Focal Point for Women. The Adviser is responsible for implementing UN Women’s Coordination Strategy as it pertains to enhancing the coherence, accountability and parity of the UN System’s work on gender.

Duties and Responsibilities

Key functions, include support to:

  • the implementation of, and reporting on, the UN System Wide Action Plan for Gender Equality (UN-SWAP) and other accountability mechanisms at the global and country levels;
  • UN Women’s contribution to mainstreaming gender across the UN System at country and global levels;
  • the improvement of status of women in the UN System, including gender parity;
  • engagement with system-wide and interagency work of UN Women at the country and regional levels;
  • UN Women’s participation in thematic and sectoral coordination mechanisms; and
  • knowledge management.

Implementation of, and reporting on, the UN-SWAP and other accountability mechanisms:

  • Support the implementation of the SWAP, collaborating closely with other UN agencies, funds and programmes and UN coordination mechanisms to ensure a coherent and coordinated use of the Action Plan and accountability framework, including advice, training, guidance and the deployment of expert advisors to support the adoption of accountability mechanisms by entities;
  • Lead, promote and support the use of gender markers, scorecards, evaluations, audits and other instruments to promote accountability for work on gender equality and the empowerment of women;
  • Strengthen partnerships and cooperation with entities of the UN System through regular contacts to collaboration. Organize regular meetings with key stakeholders to ensure that they are supported in their implementation of accountability frameworks. Support the dialogue with experts across the UN system to generate cross-system standard approaches, and develop training/guidance materials applicable to operational activities;
  • Evaluate and review accountability framework in light of feedback from entities;
  • Coordinate, and/or contribute substantively to seminars, expert group meetings, panel discussions etc. on emerging topics related to the UN-SWAP and the representation of women and exchange views on the latest findings, policy guidelines, and models for implementation;
  • Provide concise and focused written and verbal briefings and advice to UN Women colleagues on the challenges emerging through implementation of accountability frameworks.

Contribution to mainstreaming gender across the UN System at country and global levels:

  • Formulate and implement new strategy for UN Women’s contribution to gender mainstreaming across the UN System;
  • Provide input and technical advice to other UN entities on mainstreaming gender in the development and implementation of programmes and policies;
  • Develop instruments and mechanisms for linking policy makers and practitioners to state of the art knowledge on gender mainstreaming.

Improvement of status of women in the UN System, including gender parity:

  • Promote gender balance in the UN System through support to policy development and implementation, monitoring and reporting, research and knowledge management;
  • Assist the Senior Advisor on Coordination and Focal Point for Women in the UN System to advise on policies and procedures to improve the status of women in the UN System through the development of common policies, strategies, and mechanisms for managerial accountability;
  • Oversee quantitative and qualitative monitoring of progress made by the organizations of the UN System in improving the status of women, including detailed analysis of statistics and implementation of specific measures governing the appointment, promotion and retention of women, work life fit and other gender related policies including the preparation of the Report of the Secretary-General on the improvement of the status of women in the United Nations System;
  • Work with UN entities and internal and external auditors and consultants to monitor and evaluate progress towards gender balance.

Engagement with coordination mechanisms:

  • Identify new and emerging coordination issues affecting the UN’s operational work to advance gender equality that require system-wide attention;
  • Support the participation of the relevant UN Women senior officials in UN System coordination mechanisms, in liaison with relevant UN Women organizational units, including drafting briefing notes and documents as necessary;
  • Coordinate and ensure submission of substantive inputs by UN Women to inter-agency reports, policy papers and guidance notes related to interagency coordination mechanisms, including collaboration with inter-agency working groups and ensuring UN Women representation and value-added contributions where necessary and appropriate.

Knowledge management and capacity building:

  • Support the preparation of annual reports to intergovernmental bodies e.g. the Commission on the Status of Women, including detailed statistical tables;
  • Provide substantive input in the preparation of position papers and reports for policy-making organs;
  • Manage the collection and compilation of data from all UN bodies and analyze results and overall trends.  Support the preparation of a report and summary of findings;
  • Analyze global practice and lessons learned on coordination and advise the Director to enhance knowledge and build capacity;
  • Supervise the collection and sharing of lessons learned on coordination and UN system programming and development and to contribute to development of knowledge management products and tools in UN Women;
  • Ensure the use of evaluation findings feed into knowledge management and decision making on coordination at country, regional and global level.

Impact of Results:

The Coordination Adviser impacts on the efforts to develop and oversee the implementation of the strategy for UN Women’s role to “lead, coordinate and promote the accountability of the United Nations system in its work on gender equality and the empowerment of women” at Global, regional and Country level. The Adviser, impacts on the efficiency and efficacy of UN Women operations and service in UN Women initiatives and activities through the provision of effective intellectual and professional leadership for overall strategy, quality, delivery and results.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in one or more of the following disciplines: gender issues, social sciences, economics, or other related fields. 

Experience:

  • Minimum ten years of progressively responsible experience that combines strategic and managerial leadership in administration, business management, planning and operations in a large international and/or corporate organization. Experience in the UN Common System required.

Languages:

  • Written and oral proficiency in English is required;
  • Knowledge of another UN working language is desirable.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
