Background

Organizational Context:

The situation in Somalia remains fragile with continued political instability, climatic variability, and lack of basic social services. OCHA’s role is to coordinate effective and principled inter-agency humanitarian response and ensure that relief assistance reaches the people who need it in a timely manner. In line with OCHA’s global mission, OCHA Somalia continues to:

  • Advocate for access to basic services, especially water, sanitation, education and health for vulnerable communities, including the collection, analysis and dissemination of information to humanitarian partners and negotiation of access;
  • Support the government efforts and humanitarian organizations in relocation of internally displaced and return;
  • Coordinate the implementation of humanitarian response in Somalia with UN agencies and programmes, national and international NGOs and local authorities/communities as appropriate, with focus on strengthening the cluster approach;
  • Enhance a protective environment that respects the human rights of all, including IDPs, returnees and minority clans.

Duties and Responsibilities

Objectives of the assignment:

The role of the Recruiting Consultant is to provide temporary support to the management focusing exclusively on the execution of supporting the Human Resource Planning and Recruitment of staff whilst ensuring and promoting consistency and transparency of the recruitment exercise and its timely execution.

Scope of work:

In collaboration with the Head of Admin & Finance Unit, the Consultant is required to manage the Recruitment Process and identify the best candidates for all available positions in the organization. Key activities include:

Recruitment Process:

  • Prepare, review Terms of Reference for new positions in Somalia;
  • Prepare request for classification to UNDP;
  • Send advert to advertisements to UNDP for processing;
  • Plan the Recruitment Process (advertising, long listing, short listing, identify and propose assessment techniques);
  • Consult supervisors on Interview Panels composition;
  • Manage and support the pre-screening processes and activities;
  • Develop interview schedules;
  • Formulate/Review interview questions with assistance from the Hiring Managers;
  • Participate in interview panels as facilitator/non-voting member and note taker;
  • Conduct Reference checks as applicable;
  • Present recruitment proceses to CRP for approval.

Monitoring and Progress controls:

The Head of the Administrative and Finance Unit to monitor the work / performance.

Final product/Deliverables:

  • Long/Short-list of candidates for advertised posts;
  • Reference checks;
  • Preparation and submission of CRP reports containing recommendations on suitable candidates for vacant posts;
  • Weekly reports/updates to the Head of Admin/Finance Unit –  Submitted every Friday by Close Of Business;
  • End of Consultancy Report.

Review/approval time:

The Recruitment Consultant will submit reviews and certify payment monthly.

Competencies

Core Competencies:

  • Demonstrated professional competence and success in the delivery of innovative and cost-effective service delivery and staffing/recruitment policy in a complex multicultural environment;
  • Up-to-date knowledge of human resource management subject matter including delivery mechanisms, relevant technology and equipment;
  •  Strong writing and oral communication skills.

Required Skills and Experience

Academic Qualifications:

  • Minimum Bachelor’s degree or equivalent with 10 years of experience in Human Resources; or
  • A Master degree with 8 years of experience in Human Resources.

Years of experience:

  • At least 5 years experience in a leadership role in a Human Resource context;
  • At least 4 years of experience with the UN system.

Language requirements:

  • Fluency in English is required.

Terms of Service:

This is a non-staff contract under the Individual Contractor (IC) modality of hiring of the UNDP. Individuals engaged under an IC serve in their individual capacity and not as representative of a government institutions, corporate body or other authority external to UNDP. The incumbent shall not be considered as staff of UNDP, the UN common system or the government and are therefore not entitled to any diplomatic privileges or any other special status or conditions.
