Background

Under the guidance and direct supervision of the Head of the Management Programme Support Unit and in consultation with UNDP Office of Information Systems and Technology (OIST), the ICT Management Associate provides leadership in the provision of ICT services for UNCDF (HQ and Regional offices), implements ICT management systems and strategies, provides daily technical support to users of information management tools and technology infrastructure. The incumbent is responsible for the permanent review and the provision of advice on the use of new technologies that will enhance UNCDF productivity.  The ICT Management Associate promotes a client-oriented approach.

The ICT Management Associate works in close collaboration with the UNCDF Practices and Strategic Management teams at UNCDF Headquarters for resolving complex ICT- related issues.

The incumbent exchanges information and shares expertise on applications and ICT tools with relevant IT staff from other units and liaises with Information Systems and Technology support staff for the resolution of problems/questions that cannot be resolved by the UNCDF technical-support.

Summary of key functions:

  • Implementation of  ICT strategies and introduction/implementation of new systems and technologies;
  • Ensure the effective functioning of the UNCDF network, hardware and software packages;
  • Effective Networks administration;
  • Provision of effective Desktop and LAN help desk;
  • Web Site / Intranet development & maintenance;
  • Provision of administrative support, asset management;  
  • Facilitation of knowledge building and knowledge sharing.

Duties and Responsibilities

Ensures implementation of  ICT strategies and introduction/implementation of new technologies focusing on achievement of the following results:

  • Compliance with UNDP corporate ICT management policies and technology standards, guidelines and procedures for the UNCDF technology environment, ensuring the users ICT needs are fully met;
  • Elaboration of internal policies and procedures on the use of ICT;
  • Development and update of the UNCDF ICT annual plan;
  • Representation of UNCDF in inter-departmental information-related meetings with OIST and advice to Senior Management on ICT developments, UNDP Content Collaboration Architecture and ICT System issues;
  • Updated knowledge on technological innovations through self-study, ICT publications and technical activities; identification and introduction of emerging and relevant IT practices and technologies to UNCDF staff.

Provision of technical infrastructure (Hardware and Software) maintenance and support focusing on achievement of the following results:

  • Installation of Hardware & Equipment, setup & maintenance of software packages, effective troubleshooting and help desk;
  • Provision of equipment maintenance & support, acquisition of hardware / supplies as needed;
  • Assistance to all UNCDF units with video conferencing arrangements and meetings technology support;
  • Maintain UNCDF’s ICT Infrastructure including setting up of desktop applications, communications software & virus - malware protection software;
  • Liaison with OIST on technological issues including upgrades, system backup functions, adopting new software and hardware standards and technologies;
  • Liaison with ASD on asset management issues, including the tracking of UNCDF ICT resources in ATLAS.

Ensures efficient networks administration focusing on achievement of the following results:

  • Argus Focal Point for UNCDF;
  • Operation of network utility procedures defining network users and security attributes establishing directories, menus and drive-mappings, configuring network printers and providing user access;
  • Trouble-shooting and monitoring of network problems;
  • Response to user needs and questions regarding network access from mobile devices;
  • Maintenance of up-to-date parameters of information for the network clients and electronic mail;
  • Implementation of backup and restoration procedures for local drives through local and cloud solutions;
  • Organization of off-site (Cloud) storage of backups;
  • Timely LAN Infrastructure and Internet connectivity upgrade to meet UNDP requirements;
  • Administration and monitoring of UNCDF’s network and file server to provide a stable and responsive environment;
  • Support to UNCDF internet/intranet, including occasional uploading of information, giving user’s rights to staff, setting up e-mail addresses.

    Under the guidance of Chief, Policy and Operations Support ensures web site development and maintenance focusing on achievement of the following results:

    • Development, maintenance and update of Intranet pages working in coordination with the KM team. Ensure all web presences meet corporate/branding specifications;
    • Alignment with the UNDP Intranet corporate standards, Introduction and development of the Share Point technology.

    Provides administrative support  focusing on achievement of the following results:

    • Preparation of hardware/software requirements and provision of technical specifications and information on best options in both local and international markets, review of quotations and bids; preparation of requisitions and submission to Procurement unit;
    • Maintenance of an up-to-date inventory of hardware, software and ICT stock of supplies and spare parts in cooperation with the Procurement Unit.

    Ensures facilitation of knowledge building and knowledge sharing in UNCDF focusing   on achievement of the following results:

    • Maintenance of a training and user guides library in UNCDF and recommend ICT skills and resources; maintenance of staff training profiles;
    • Organization of internal ICT trainings and coordination of external training for UNCDF staff on ICT new technologies;
    • Provision of technical induction to new UNCDF staff; advice to staff on skills development
    • Synthesis of lessons learned and best practices in ICT areas;
    • Sound contributions to knowledge networks and communities of practice.

    Required Skills and Experience

    Education:

    • Secondary education with relevant certifications in hardware and software management and application (Microsoft Certification, Networking Certification);
    • University Degree in Computer Science desirable, but it is not a requirement;
    • Cisco Certified Network Administrator (CCNA) and Microsoft Certified Professional (MCP) will be considered an asset.

    Experience:

    • Minimum of 7 years of progressively responsible experience is required in network administration and use of hardware/software, telecommunications facilities, knowledge of database packages and experience in web design;
    • Excellent knowledge of Microsoft Operating Systems and Office productivity suite, Knowledge of MS SharePoint; hands-on experience in problem identification and resolution of industry standard hardware platform; skills in telecommunications facilities such as e-mail (Outlook), facsimile, audio and video conference facilities/equipments.

    Language:

    • Fluency in English;
    • A working knowledge of another UN official language would be an asset.
