Background

UNDP has its support to SGBP project which contribute to the goal of creating sustainable and well-governed path of development for Socotra Archipelago that ensures the conservation of its globally important biodiversity. The main components of the project is supporting the local governance and provide them with suitable biodiversity mainstreaming tools that will ensure the sustainable decision making by new Socotra governorate decision makers. The Socotra Conservation Zoning Plan (CZP) which approved by precedential decree No (275) for the year 2000 is still the main legal document. The CZP is mainly a framework without details and need to be detailed and enriched by other related laws and legislations.

Duties and Responsibilities

Duties & Responsibilities:

  • The Environmental Planning Advisor will provide guidance and first-class advice to the preparation of biodiversity mainstreaming tools based on a review of international best practices. The National Legal Advisor;
  • The Environmental Planning Advisor will technically support a team of local experts in drafting detailed by-laws and guidelines to the Socotra Conservation Zoning Plan, based on public consultation;
  • Additionally, she/he will technically guide the integration of accepted mainstreaming tools along with approved by-laws and guidelines into the overall framework of Conservation Zoning Plan;
  • The Environmental Planning Advisor will guide the preparation of a Training-of-Trainers’ module on the implementation of the CZP framework containing mainstreaming tools.

Deliverables:

  • Field work consultation: Mainstreaming tools and their compatibility with other reigning legislative and regulatory framework and compatible with international requirements with duration of 10 working days;
  • First stakeholder WS for one working day;
  • Field work consultation for 15 working days;
  • Second stakeholder WS for one working day;
  • Preparation of draft report: draft detailed guidelines and by-laws to CZP considering main production sectors for 8 working days;
  • Final document: Preparation ofTraining-of-trainers’ modules on the application of biodiversity mainstreaming tools as embedded into the Conservation Zoning Plan for 8 working days;
  • ?Note: The type of the contract  for the Environmental Planning Advisor position is ( Reimburse Loan Agreement ) , in other words; the contract should be signed through Consultancy Company.

Required Skills and Experience

Education:

  • Post-graduate degree in Natural Resource Management Planning.

Experiences:

  •  At least 10 years related experiences;
  • Experience in communicating planning concepts to decision makers;
  • Experience in developing guidelines, strategies and training modules;
  • Experience on Socotra considered a strong asset.

Language:

  • Excellent oral and written communication skills in English;
  • Arabic language skills are desirable.
