Background

UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, operational since January 1 2011.

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women supports innovative and catalytic programmes, advocacy, and technical assistance related to women’s human rights in countries throughout the world as part of the overall UN development cooperation system.

The purpose of these terms of reference is to recruit an independent Consultant to conduct a desk review about the legal terms under which coalitions could operate in Egypt. The consultant is expected to present to UN Women information about the necessary legal procedures for establishing new formal coalitions, as well as the legal conditions that govern the existence of informal ones. The consultant will then be expected to deliver a workshop to the relevant stakeholders outlined by UN Women.

Duties and Responsibilities

Summary of Key Functions:

  • Responsible for conducting a desk review that includes all the legal procedures that pertain to the establishment of coalitions, that govern existing formal and informal coalitions;
  • Deliver a workshop to stakeholder clarifying the legal procedures and the various forms of coalitions that can be formed in accordance to the current laws.

Deliverables:

  • Conduct desk review of all the legal procedures that pertain to the establishment of coalitions that govern existing formal and informal coalitions including the review of which procedures apply to coalitions, which procedures or laws that maybe interpreted as covering coalitions (i.e. the NGO law; laws governing political parties, etc.);
  • Provide a contextual analysis within which coalitions are currently operating in terms of registrations requirements, policy trends vis-à-vis coalitions, etc;
  • Carry out a comparative literature review of regional/global experiences on coalitions and the legal norms that govern them;
  • Based on the above analysis, provide an analysis of best practices and lessons learned in the application of those legal norms to the establishment of coalitions whether formal or informal, what has worked and why, what has not worked and way, and what can be applicable within the Egyptian context taking into consideration No. 1 above;
  • Prepare a summary report outlining the above in addition to a section on recommendations for policy makers and recommendations for members of coalitions on best modalities;
  • Deliver a workshop to stakeholder clarifying the legal procedures and the various forms of coalitions that can be formed in accordance to the current laws.

Required Skills and Experience

Education:

  • A university degree in Law.

Experience:

  • At least 5 years of professional experience; as well as
  • A proven professional record in working in the field of law and human rights.

Language Requirements:

  • Fluency (written and verbal) in Arabic is required.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight; 70%.

Financial Criteria weight; 30%.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation.

Criteria Weight Technical: 70%

  • Criteria: At least five years of relevant experience in women rights and legislation (Weight: 30%. Maximum obtainable Points: 30);
  • Criteria: expertise in legal procedures related to coalition building and NGOs (Weight: 30%. Maximum obtainable Points: 30);
  • Criteria: Relevant education in social science, including gender, law, political science etc. (Weight 5%; maximum obtainable points 5);
  • Criteria: Excellent written and spoken Arabic. (Weight 5%; maximum obtainable points 5).

Financial: Lowest financial proposal: 30%.

Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

(Lowest Bid Offered*)/(Bid of the Consultant) x 30
*"Lowest Bid Offered" refers to the lowest price offered by Offerors scoring at least 49 points in technical evaluation.
