Background

UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, operational since January 1 2011.

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women supports innovative and catalytic programmes, advocacy, and technical assistance related to women’s human rights in countries throughout the world as part of the overall UN development cooperation system.

The purpose of these terms of reference is to recruit an independent Consultant to adapt, translate and test a toolkit for coalition building among non-governmental organizations (NGOs), as part of the overall project “Social, Economic and Legal Empowerment of Egyptian Women.” The toolkit includes information on how to build effective coalitions that enable NGOs to influence policy and decision making with purpose of advancing the women’s rights agenda on the social, political and economic levels. The consultant will look into existing toolkits on coalition building and the formation of strategic alliances and formulate a comprehensive toolkit to be used for training purposes. The consultant is expected to test the toolkit once finalized for final verification. The tool kit should be in the Arabic language.

Duties and Responsibilities

Summary of Key Functions:

  • Develop, adapt and translate existing toolkits to fit the current Egyptian context on coalition building and the formation of strategic alliances in the Arabic language;
  • TOT workshop to validate the toolkit.

Deliverables:

  • Content of the toolkit designed and shared with UN Women for approval;
  • Educational toolkit designed, including a soft copy that has: Content and drawings; Original designs and Training tools and materials such as: exercise worksheets, hand outs, storyboards and printed flash cards;
  • Toolkit cover designed and shared with UN Women;
  • Layout of the pages for printing prepared;
  • Fine-tuning and color correction of the learning activities;
  • High resolution digital copy of the recommended posters created;
  • A pilot workshop to gather information about the needs of coalitions and social movements for integration in the toolkit conducted;
  • A testing workshop conducted to present a practical model on how to use the educational kit with the targeted audience, workshop report submitted to UN Women Submit a final report of the testing workshop.

Required Skills and Experience

Education:

  • An advanced degree in development, human rights, mass communications or related fields. 

Experience:

  • A minimum of 5 years of professional experience in the field of development and human rights.

Language Requirements:

  • Fluency (written and verbal) in English and Arabic required.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight; 70%.

Financial Criteria weight; 30%.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation.

Criteria Weight Technical: 70%

  • Criteria: At least five years of relevant experience in women rights and legislation (Weight: 30%. Maximum obtainable Points: 30);
  • Criteria: expertise in legal procedures related to coalition building and NGOs (Weight: 30%. Maximum obtainable Points: 30);
  • Criteria: Relevant education in social science, including gender, law, political science etc. (Weight 5%; maximum obtainable points 5);
  • Criteria: Excellent written and spoken Arabic. (Weight 5%; maximum obtainable points 5).

Financial: Lowest financial proposal: 30%.

Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

(Lowest Bid Offered*)/(Bid of the Consultant) x 30
*"Lowest Bid Offered" refers to the lowest price offered by Offerors scoring at least 49 points in technical evaluation.
