Background

Ethiopia demonstrated progress in economic and social development in the past decade. Commendable performance also witnessed in macroeconomic policy management and annual real Gross Domestic Product (GDP) growth rate averaged 11 percent in the past nine years. Ethiopia is now implementing the country’s transformative agenda- the Growth and Transformation Plan (GTP) that foresees to double the country’s GDP over the medium term and become a middle income country by 2025.  The development goal is anchored on structural transformation of the agricultural and industrial sectors in ways that enhance inclusive growth and wealth creation as well as expansion of employment opportunities in the economy. The four strategic pillars on which the industrial sector depends include enhancing the manufacturing sector’s contribution to industry and economic growth; ensuring balanced regional development; integrating Ethiopia’s industries into regional and global markets; and pursuing both export-led and import-substitution industrialization strategies.

Notwithstanding the promising potential the sector holds and the progress witnessed over the years, challenge remains. Majority of merchandise exports from the manufacturing sector are low value-added products which have minimal impact on substantially increasing export earnings. Moreover, the sector is faced with supply side constraints  related to inadequate infrastructure (roads, telecom, electricity), high cost of transportation, limited participation in the regional and multilateral trading systems and insufficient knowledge about international trade . The performance of the manufacturing export sector is also affected by drawbacks in accessing niche markets due to entry barriers, lack of appropriate information, and limited financing capacity of exporters.  Due to these constraints Ethiopia has not yet fully benefited from exiting export potential and available market access opportunities.

Duties and Responsibilities

This specific task is aimed at undertaking a detailed assessment and review of manufacturing export performance as a whole and for prioritized sub-sectors, identifying bottlenecks and make recommendations for strategic interventions (including improvements to narrow performance gaps) and design of an efficient monitoring and evaluation system needed to boost the performance of the sector and thereby contribute to economic growth and subsequently to the buoyancy of the country’s foreign exchange earning capacity.

Under the overall guidance and supervision of the Ministry of Industry, the individual consultant is expected to undertake the following tasks:

  • Review and examine the existing GTP (2010/11 to 2014/15) plans and targets for manufactured exports from each of the priority sectors and identify gaps in performance and the underlying reasons;
  • Identify, review and analyse determinants of Ethiopia’s manufacturing sector, particularly that of priority sub-sector exports;
  • Examine the manufactured export promotion policy settings of different industrial oriented countries in Asia with different export promotion programs and distil appropriate lessons learned from that experience including the impact of interventions to stimulate exports from both foreign and domestic investors; and, 
  • Review the existing relevant export incentives and make overall policy and sector specific recommendations towards enhancing the performance of the sector.

  • Communication: Must have outstanding communication skills, verbal and written, in English;
  • Results / Quality Orientation:  Must be able to set the highest possible standards for research, investigation, work practices and reporting;
  • Recruitment of International Industrial Consultant (IIC) on performance reviews, international trade and marketing, and project monitoring and evaluation to review export performance of the manufacturing sector in Ethiopia.

Required Skills and Experience

Education:

  • University Master’s degree or PhD in Economics, industrial development and related disciplines.

Experiences:

  • A minimum of 10 years of relevant work experience;
  • Experience in international or national industrial sector organization is an advantage;
  • Understanding of the role of exports in industrial development and growth is important, along with practical understanding of export promotion. 

Language and other skills: 

  • Fluency in English (written and oral) is required.
