Background

This is the Terms of Reference (ToR) for the UNDP-GEF Midterm Review (MTR) of the medium-sized project titled “Mainstreaming Coastal and Marine Biodiversity Conservation into Production Sectors in the East Godavari River Estuarine Ecosystem, Andhra Pradesh” (PIMS#4257) implemented through the Ministry of Environment and Forest (MoEF), Government of India and Environment, Forests, Science and Technology Department, State Government of Andhra Pradesh, which is to be undertaken in 2014. The project started in late 2011. This ToR sets out the expectations for this MTR.  The MTR process must follow the guidance outlined in the document Guidance For Conducting Midterm Reviews of UNDP-Supported, GEF-Financed Projects.

Duties and Responsibilities

The MTR team will assess the following four categories of project progress. See the Guidance For Conducting Midterm Reviews of UNDP-Supported, GEF-Financed Projects for extended descriptions.

Competencies

Functional Competencies:

  • In-depth understanding of coastal and marine biodiversity conservation and experience in production sectors along marine and coastal areas is desirable;
  • Demonstrated skills in conservation project implementation and management;
  • Knowledge of participatory monitoring, and review and evaluation processes;
  • Excellent analytical and computing skills including MS word, excel, powerpoint, and related programmes.

Corporate Competencies:

  • Demonstrates commitment to UNDP’s mission, vision and values;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Highest standards of integrity, discretion and loyalty. 

Required Skills and Experience

Academic Qualification:

  • Master’s degree in biodiversity, natural resource management, development field, social sciences or related fields.

Professional Experience:

  • A minimum of 8 years accumulated and recognized professional experience is required. Knowledge of UNDP and GEF and its evaluation process is advantageous;
  • Experience specific to mainstreaming of marine and coastal biodiversity conservation into production sectors and related projects is advantageous; (Credibility of completion/on-going support documents to be included).

Language Requirement:

  • Writing and communication will be in English, and he/she must have excellent communication skills in English. 

Payment Schedule:

  • 10% on signing of the contract; 
  • 30% Following submission and approval of the 1ST draft MTR report
  • 60% Following submission and approval (UNDP-CO and UNDP RTA) of the final MTR report
