Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women plays an innovative and catalytic role in the occupied Palestinian territory (oPt) since its inception in 1997. UN Women oPt focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the oPt context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

UN Women as part of its approach and methodology within the unique political and social context and situation of the occupied Palestinian territory (oPt) and in order to advance the recognition and enjoyment of women's rights, developed and currently implements a program aimed at creating and institutionalizing systems, policies, procedures and mechanisms related to the protection and empowerment of women and children victims of violence, as well as to women’s access to equitable justice. The Women Human Rights Programme (WHRP) within UN Women; and under the DFID funded project “Support for delivery of security and justice services to women victims of violence” would like to recruit a highly-qualified film-maker to produce a documentary film. The documentary film will shed light on the achievements, results, approaches and best practices, and challenges of the project, through meetings with beneficiaries and partners

Duties and Responsibilities

Under the overall supervision of UN Women Palestine Programme Coordinator, the direct supervision of the Women’s Human Rights Programme (WHRP) Project Manager and in close cooperation with the WHRP team, the national consultant will undertake the following duties and responsibilities:

  • Development, in coordination with UN Women, of the concept and script for a 10 to 15 minutes documentary film, including identifying women’s stories to be documented through the video;
  • Logistic preparation for the filming of the documentary, including contacting and settings date and time for interviews and get prior and required authorizations of persons interviewed;
  • Production of a 10-15 minutes documentary film based on the above mentioned script and concept;
  • Arranging, compiling and editing in one documentary of about 10-15 minutes length;
  • Voice over narration will be in Arabic language with English subtitles;
  • Translation of all narrative and interviews from Arabic to English;
  • Provide UN Women with still photographs taken during the filming process, for posters and publicity needs;
  • Provide UN Women with five DVD copies of the documentary including English subtitles and containing the logo of UN Women;

In relation to the above mentioned work assignment:

Recruitment of the required professional production crew and equipment, as well as cost of transportation and others relevant costs related to the production of the documentary film is under the responsibility of the consultant.

The copyright will be with UN Women, Copyright@ United Nations Entity for Gender Equality and Empowerment for Women. All rights reserved. UN Women also owns the copyright to all film footage, irrespective of whether it has been used in the final film.

Time frame:

The assignment is expected to start in October 2014 and to be finalized by March 2015. 

Key deliverables

  • Concept/scenario and work plan for the production and editing of the documentary (15 days from signature of the contract);
  • Finalization of the shooting of the documentary (2 months from the signature of the contract);
  • Provision of the first edited version of a 10-15 minutes documentary on DVD format (first round of revision)- (2 months and a half from the signature of the contract);
  • Provision of the final version of a of a 10-15 minutes documentary (5 DVDs) to UN Women (4 months from the signature of the contract).

Required Skills and Experience

Education: 

  • A degree in film making, or any other related field.

Experience: 

The Consultant should have the following qualifications:

  • A minimum of 5 years of experience in filmmaking and/or documentary film (focus on social and human rights matters a plus);
  • Experience in producing documentaries;
  • Previous experience producing video film for a multilateral or international organization is an added advantage.

Language:

  • Fluency (both oral and written) in English and Arabic.
