Background

In pursuit of the United Nations’ Millennium Development Goal (MDG) of strengthening universal primary education, the “Early Learning & Disability Challenges Programme” was initiated by UNDP as one if its projects under the Country Programme (2009-2014) which is the technical assistance programme between the Government of the State of Kuwait (represented by the General Secretariat of the Supreme Council for Planning & Development) and the United Nations development Programme. The project aims to address deficiencies in the area of disabilities and early childhood learning, and to promote inclusion of individuals with disabilities in Kuwait.

Objectives

This consultancy aims to enable the Kuwait Association for Learning Differences in improving its performance in serving people with learning disabilities, assisting in evaluating the Association’s performance during the previous seven years as well as building the Association’s capacity and to upgrade it to the standards of International global institutions and organizations. It also aims to guide the Association to raise and enhance the standard of the Specialized Education in the State of Kuwait by serving the Ministry of Edcuation within its private and specialized Education sectors.

Duties and Responsibilities

  • Preparing and implementing a training programme in the field of modern management and human development to train Association’s staff and volunteers.
  • Planning and organizing programmes in multi disciplines to develop life skills of teachers of the Ministry of Education with its 2 sectors Private Sector and quality Sector, students, and parents of children with learning disabilities.
  • Preparing training programs for specialist psychologists and specialist social workers to enhance their awareness and knowledge of educational disabilities and subsequently reducing its negative impact on society.
  • Conduct consultation meetings with Public Authority of the Disabled, Ministry of Edcuation within its private and specialized Education sectors and Civil Sociaty Associations concerned with Learning disability in preparations of the training programme.

Expected Outputs

  • Develop and implement a training program in the field of modern management and human development for the Association’s staff and volunteers.
  • Develop and implement specific learning disabilities training programs for specialists, social workers, psychologists and teachers working in Ministry of Education within its private and specialized Education sectors.

The preferred incumbent should have:

  • Excellent scientific , research interpersonal and communication skills;
  • Results driven, ability to work under pressure and to meet required deadlines;
  • Good understanding and practice of Electronic Information Database;
  • Integrity by modeling the UN’s values and ethical standards;
  • The vision, mission, and strategic goals of UNDP;
  • The ability to display cultural, gender, religion, race, nationality and age sensitivity  and adaptability and treats all people fairly without favoritism;
  • Knowledege  and familiarity of UNDP methodologies.

Required Skills and Experience

Education: 

  • Doctoral degree in the field of Social Science or relevant area.        

Experience:      

  • Previous experience of not less than three years; 
  • Previous experience in working on similar projects.                  

Languages:

  • Fluency in Arabic and English, spoken and written.

Duration of Assignment

  • The Consultant will be on a government contract administered by the  General Secretariat of the Supreme Council for Planning and Development.
  • Contract end date will be December 31, 2014.
  • There will be a possibility of extension upon end of contract.
