Background

In pursuit of the United Nations’ Millennium Development Goal (MDG) of strengthening universal primary education, the “Early Learning & Disability Challenges Programme” was initiated by UNDP as one if its projects under the Country Programme (2009-2014) which is the technical assistance programme between the Government of the State of Kuwait (represented by the General Secretariat of the Supreme Council for Planning & Development) and the United Nations development Programme. The project aims to address deficiencies in the area of disabilities and early childhood learning, and to promote inclusion of individuals with disabilities in Kuwait.

 Objective

In the 21st century, societies live under a large scientific and informatics revolution. This revolution affected all the life aspects, where speed and efficiency became the prevailing rhythm of the period. Internet is considered one of the most prominent aspects of the information revolution which contributed in a quantum leap in all aspects of life. The huge quantity of websites, which exceeds 50 million, is an evidence of the benefit of this technology and its importance to supply information, and its easy access from all the countries of the world; therefore, working to use internet to serve one of the most important spread cases in the society and among students, which is "learning disabilities”. The main objective of the consultancy is to establish a scientific and awareness website, which includes the largest database for learning disabilities (studies, remedies and diagnosis) methods.

Duties and Responsibilities

UNDP and the Center for Child Evaluation and Teaching are soliciting expert advice in the following:

Data Collection Duties:

Correspond with universities, research centres and special needs centres to collect and record the most out of existing resources on learning disabilities in Kuwait and at the global level. This step will include the following:

  • Scientific papers published in world periodicals;
  • Scientific papers published in regional and local periodicals;
  • Doctorate and Master Studies presented in the world and Arabic Universities;
  • Judged books issued by world and Arabic publishing houses.

Collect all paper and electronic diagnosis tools relevant to learning disabilities.

Collect scientific material on description of each disabilities diagnostic test, their method of application, its existing diagnostic data and the place where it was found.

Record the foreign data of studies and researches.

Website Implementation Support Duties Sector:

Supply the programmer with a proposal on the design of the scientific database webpage, sufficient proposal on the shape of the webpage for defining and diagnosis of learning disabilities contents..

Implementation and design of the awareness webpage and its contents.

  • Upload all paper and electronic diagnosis tools relevant to learning disabilities;
  • Upload scientific material on description of each test, its method of application, its diagnostic data and the place where it was found;
  • Supply the programmer with a sufficient proposal on the shape of the webpage for defining and diagnosis of learning disabilities contents.

Implementation and design of the webpage of remedy and rehabilitation services and revision of its contents.

  • Provide a proposal on the support pages to the website and its contents such as: Contact Us, latest comments, important consultations, number of visitors, etc.;
  • Write an introductory booklet for the website including the method of use, contents, objectives and complete information on the executing body;
  • Gather all the Web pages in the form of one webpage and review its contents;
  • Extract the number of intellectual property rights of the webpage;
  • Design and provide programmer with content information for the website.

Expected Output

  • To provide a research database that is the first of its kind in the Arab World to provide awareness and offers services on disabilities.

The preferred incumbent should have:

  • The ability to display cultural, gender, religion, race, nationality and age sensitivity and adaptability and treats all people fairly without favoritism.

Functional competencies:

  • Knowledege  and familiar of UNDP methodologies;
  • Excellent scientific , research interpersonal skills;
  • Excellent communication skills including good writing skills;
  • Results driven, ability to work under pressure and to meet required deadlines;
  • Good understanding and practice of Electronic Information Database.

Required Skills and Experience

Education:   

  • Hold a Doctorate degree in social development, disability, or any other relevant areas.

Expereince:

  • Have applied experience of more than 8 years;
  • Be an expert in scientific research, measurement and development;
  • Have published scientific studies.

Languages:

  • Fluency in spoken and written Arabic and English is essential.

Duration of Assignment:

  • The Consultant will be on a governmental contract administered by the General Secretariat of the Supreme Council for Planning and Development;
  • Contract end date will be December 31, 2014.
  • There will be a possibility of extension upon end of contract.
