Background

UNDP is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 177 countries and territories, including Indonesia, working with them on their own solutions to global and national development challenges. Indonesia is also one of the most disaster-prone countries in the world, susceptible to tsunamis, volcanic eruptions, floods, landslides, droughts and forest fires. According to the National Disaster Management Agency (BNPB), 644 disasters occurred in 2010; claiming the lives of 1,711 people, while 1,398,923 people were injured or reported missing. A total of 14,639 houses were irreparably damaged, while 2,839 houses were moderately damaged and 25,030 houses slightly damaged. Effective mitigation of the economic and social impacts of disasters remains a challenge. According to the Natural Hazards Risk Atlas (2011), out of 196 countries, Indonesia has the ninth highest economic risk from natural disasters.

Objectives of Assignment

Under the direct supervision from the Head of CPRU and close communication and coordination with relevant Programme Managers/Officers, the Consultant is assigned to improve as well as strengthen the monitoring and reporting capacity of CPRU.

Duties and Responsibilities

Reporting to the Head of CPRU with close communication and coordination with the relevant Programme Managers/Officers, the consultant will  provide substantive inputs as well as  edit and proof read reports and other publications that will be developed by UNDP such as:Project progress and final report, donor reports, results sheet, concept notes, project documents, etc that will be developed in cooperation withCPRU’s three programme areas of CPR within the framework of existing CPR projects.  A list of this documents is annexed to this TORs. In addition, the consultant will coach and train the UNDP project and programme staff on project monitoring and progress reporting.

The consultant is expected to be physically present 13 working days per month in UNDP office Jakarta in order to consult with project and programme staff, attend project coordination meetings, meeting with donors, and to complete other related activities as required.

Competencies

Functional Competencies:

  • Ability to work with different cultural/national backgrounds, good interpersonal and communication skills, with strong delivery orientation;
  • Ability to write reports, make presentation, provide discussion.

Required Skills and Experience

Education:

  • A Master degree in development study, international relation, politic science, international development, or other relevant social science.

Experience:

  • Experience: Minimum 3 years of experience in the areas of monitoring, evaluation, reporting or programme/project development/implementation;
  • Experience: Minimum 1 year of experience in disaster management;
  • Minimum 5 years of experience working with government agencies, civil society organizations and/or international organizations;
  • Advance writing skill in English for development project/programme. Applicant must demonstrate/prove this by providing references for at least 2 documents written in the past 3 years;
  • Advance proficiency in operating Microsoft office applications;
  • Have good knowledge and experience in writing reports for development  programme/project. Applicant must demonstrate/prove this by providing references for at least 3 documents edited in the past 3 years.

Language:

  • Proficient in English language, spoken and written;
  • Proficient in Bahasa will be an advantage but not mandatory.
