Background

Poly-Chlorinated Biphenyls, PCBs, are due to the harmful effects and tendency for long-range transboundary environmental transport included in the initial list of globally managed Persistent Organic Pollutants (POPs). Kazakhstan is committed to safe management of PCB as demonstrated by signature of the Stockholm Convention and its subsequent ratification on 7 June 2007. For planning appropriate action in the field of controlling POPs substances and releases as well as fulfilling the reporting requirements of the Convention, the Government of Kazakhstan developed an Action Plan for PCB management as a part of its draft National Implementation Plan (NIP) on POPs.

International Consultant for PCB management and export control will work in the project “Design and Execution of a Comprehensive PCB Management Plan for Kazakhstan”. The project is the result of a collaborative effort between the Government of the Republic of Kazakhstan, partners, private sector and UNDP. GEF (Global Environmental Facility) provides co-financing in the form of project grant. The project will implement a comprehensive management plan for PCBs in Kazakhstan. The overall project objective is to significantly reduce emissions of PCBs and to reduce its impact on health and the environment through the systematic development of sound management of PCBs in the country.

The project will implement a comprehensive PCB management plan for Kazakhstan. The overall objective is to ensure that there is a modern fully-enforceable PCB regulatory system in place in order and systematic capacity development for sound PCB management in the country.

The Project includes the following components:

  • Regulatory and administrative strengthening for sound PCB management;
  • Capacity building for sound PCB management, identification of additional PCB sources;
  • Replacement, setting-up safe dismantling of 850 tons of PCB transformers and their safe disposal;
  • Regionally organized secure storages and disposal of PCB capacitors.

Duties and Responsibilities

This assignment will be carried out under the project “Design and Execution of a Comprehensive PCB Management Plan for Kazakhstan” (the Project).

There will be three main objectives of the assignment

Mission in Kazakhstan, interview and meet all stakeholders

The evaluation must provide evidence-based information that is credible, reliable and useful. The evaluator is expected to follow a participatory and consultative approach ensuring close engagement with government counterparts, in particular the GEF operational focal point, UNDP Country Office, project team, UNDP GEF Technical Adviser based in the region and key stakeholders. The evaluator is expected to conduct a field mission to Almaty, East Kazakhstan, Pavlodar, Karagandy Oblasts including the following project sites Alatau Zharyk Company, KazNU laboratory, NGO “Center for sustainable development”, Aksu ferroalloy plant, EK energy distribution company, Gorvodokanal, AMT, Kazakhmys, Promothod Kazakhstan.

Review all documents

The evaluator will review all relevant sources of information, such as the project document, project reports – including Annual APR/PIR, project budget revisions, midterm review, progress reports, GEF focal area tracking tools, project files, national strategic and legal documents, and any other materials that the evaluator considers useful for this evidence-based assessment. A list of documents that the project team will provide to the evaluator for review is included in Annex B of this Terms of Reference.

Discussion the draft of report, submission of final report

The evaluation team is expected to send full report with annexes to CO for discussion. Then after receiving UNDP comments on draft international evaluator will sent final report to CO for uploading to UNDP ERC.

Required Skills and Experience

Education:

  • Bachelor degree in chemical science. Master degree of technical science will be an asset.

Experience:

  • Minimum 5 years of relevant professional experience in environmental issues, including POPs;
  • Previous experience with results-based monitoring and evaluation methodologies;
  • Experience with CIS, East Europe countries;
  • Experience with UNDP projects.

Language:

  • Knowlegde of English and Russian is required.
