Background

The United Nation’s Entity for Gender Equality and the Empowerment of Women (UN WOMEN) has implemented the regional project “Promoting Gender-Responsive Policies (GRP) in South East Europe“ in the period 2011 –2013. The project includes Albania, Bosnia and Herzegovina and FYR Macedonia, and has been implemented with funding from the Austrian Development Cooperation and UN Women.

In the course of implementing the project, important lessons learnt have emerged on different approaches, accomplishments and challenges related to promoting gender responsive budgeting in the three countries. In order to capture these, UN Women developed a publication on the lessons learned and experiences, which is referred to as “Knowledge Product” (KP). The KP targets development practitioners and actors interested to learn about the issues and challenges experienced in supporting some of gender budgeting efforts in South East Europe, the different approaches taken in overcoming these challenges, and insights about how GRB can be pushed forward in the region. Case studies from each country are used to illustrate the different experiences.

UN WOMEN plans to have an English editor and peer reviewer which will edit the KP for grammar, style and content.

Duties and Responsibilities

Under the supervision and in close collaboration of the GRB Regional Project Manager, the expert will be responsible for the following tasks:

  • Review KP products fit the scope and aim and it will be of interest to the reader;
  • Screen introduction, figures and tables
  • To review, proofread and edit draft KP, taking into account grammar, style and content;
  • To check for and correct repetition and spelling or grammar mistakes as well as to improve phrasing and language use for easier reading;
  • To review and edit the presentation style, format (spacing, indentation, capitalization, paragraphs, headings etc).

Deliverables:

  • Edited and reviewed KP submitted electronically within the agreed deadline with UN Women.
  • Capture and suggest concrete information, facts and figures easily understandable at a glance to be used in a graphic format/infographics per country experiences.

Required Skills and Experience

Education/Academic Qualification:

  • University degree in English, gender study, sociology, development, or other relevant fields from an English-speaking university;

Work experience:

  • At least 3 years of proven experience in editing reports and publications in English;
  • Experience in editing reports, publications on gender issues, including gender responsive budgeting.
  • Previous experience in serving as author, peer reviewer or editor of publications in the field of gender mainstreaming or gender responsive budgeting

Language requirements:

  • Fluency in spoken and written English.

Evaluation of Applicants:

UN Women applies a fair and transparent selection process. Applicants will be evaluated based on a cumulative analysis method taking into consideration the combination of the applicant’s qualifications/skills and their financial proposals. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight – 70%

* Financial Criteria weight – 30%

Only candidates obtaining a minimum of 49 points in the technical evaluation will be considered for the Financial Evaluation.

Technical Criteria - 70% (maximum 70 points)

  • Substantive technical expertise on gender responsive budgeting - 20 points
  • Editing skills - 25 points
  • Strong peer review/analytical skills - 25 points

Financial criteria - 30% (maximum 30 points)

Duration and remuneration:

The duration of the contract is maximum 12 working days in the period 20th October to 20th November 2014. The payment of fee will be made upon satisfactory completion of all tasks in the assignment, and submission and approval of final report by UN Women.
