Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.

Within the framework of the UN Joint Programme on Gender Equality (UN JPGE), supported by the Department for International Development, UK (DFID), UN Women in collaboration with UNDP, is implementing the country level Gender and Economic Policy Management Initiative (GEPMI) following the demand for institutional and human resource capacity development in the area. The GEPMI course aims at transferring the requisite knowledge and technical skills for systemic redress of gender issues right from the conception to design, implementation and evaluation of macroeconomic policies and the attendant processes of planning and budgeting.  Uganda has several policies and initiatives on gender including a National Gender Policy (2007) and a Gender Strategy for the National Development Plan (2010/11-2014/15), which requires ministries, agencies and departments to provide for effective responses to the differing needs of women compared to men, as end-users of public goods and services. However, exercising these gender policies and planning mandates calls for a change in the mind set and daily-routine practices of planners and budget officers at central and local government levels.

As such, UN Women through its support to the Government of Uganda, held high-level policy dialogue with permanent secretaries from twenty out of the twenty three ministries in Uganda in November 2012. The aim was to achieve top management commitment and buy-in for GEPMI. This was successfully realized and there was demand for two additional course recommendations on: i) gender and decentralization; and ii) gender and climate change; with techniques and tools that apply to the Ugandan context.  With the intent to benchmark and learn from best practices and lessons for effective implementation in Africa, a Ugandan delegation, led by the Ministry of Finance, Planning and Economic Development (MFPED) took a study visit to Rwanda. The findings from this study visit were disseminated to selected government planners and budget officers, for purposes of initializing the understanding of the rationale, benefits and process of institutionalizing GEPMI in government structures as well as appreciating the international standards and methodology for GEPMI implementation.

Within this context UN Women is contracting international consultants with the requisite knowledge and experience to provide support to conduct a national Training of Trainers (ToTs) and a one week gender training on Gender responsive Economic Policy Management in Uganda.

The major goal of this ToT workshop is to create a national pool of experts in the area of gender responsive economic policy management. This pool of experts will be equipped to act as trainers for the in country trainings on gender responsive policy management and specific components of it to sectors and institutions.

The GEPMI training for policy makers is intended to build capacity of specific sectors in Uganda.

Duties and Responsibilities

The overall objective of the consultancy are:

To undertake a training of trainers for Gender and Economic policy Management and a one week country-level training on gender mainstreaming in economic policy management. The  specific tasks  of the assignment include:

Task 1:

  • Conduct a training of trainers workshop for 35 selected participants in Uganda including a needs assessment for the specific category;
  • Prepare necessary context specific training materials on gender and Economic policy Management initiative training in line with existing social and economic frameworks in Uganda.

Task 2:

  • With overall guidance from UN Women and in Consultation with Government of Uganda, develop  guiding framework to support the institutionalization of GEPMI and  proposal for Uganda customization of GEPMI Modules.

Task3:

  • To undertake a one week training on GEPMI for 35 policy makers, planners, economists and development practitionerson selected modules.

Deliverables:

Task 1:

  • Approved Workplan and TOT Assessment methodology;
  • Delivery of TOT and training report with recommended list of candidates;
  • Guidelines.

Task 2:

  • Guiding framework  for GEPMI Institutionalization in Uganda and Methodology for customization of GEPMI Modules in Uganda.

Task 3:

  • Delivery all GEPMI modules to Policy makers and training report including in recommendations for further training.

Required Skills and Experience

Education:

  • An advanced degree in Economics or other development fields like Gender, Public policy, international development.

Experience:

  • A minimum of ten (10) year experience in the field of economics and gender;
  • Excellent facilitation skills;
  • Good knowledge of the Ugandan economic and development framework;
  • Experience in conducting  GEPMI trainings in at least two African countries;
  • Experience designing  of training program and development of training materials;
  • Knowledge of Gender and Economic Policy in sub-Saharan Africa;
  • Demonstrated work analyzing gender and economics dimensions.

Language:

  • English language knowledge is mandatory;
  • Knowledge of any other UN official language is an asset.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria: 70 points
Financial Criteria: 30 points

Only candidates obtaining a minimum of 49 points (70% of the total technical points) will be considered for the Financial Evaluation

Technical Criteria – Maximum 70 points

  • Criteria A: Relevance of Education – 10 points;
  • Criteria B: Special skill (excellent communications, professionalism, language, etc.). - 5 Points;
  • Criteria C: Relevance of experience in conducting similar assignment – 25 points;
  • Criteria D: Description of Approach/ Methodology to complete the assignment– 30 points.
