Background

Malaysia started preparing the Third National Communication (TNC)  and Biennial Update Report (BUR) for the United Nations Framework Convention on Climate Change in June 2014 under the UNDP/GEF enabling project “Third National Communications to the UNFCCC and Biennial Update Reporting for Malaysia”.  The goals and objectives of this enabling project are the following:

  • Assist Malaysia in meeting reporting requirements under Article 12 of the Convention and at the same time strengthen the country capabilities for the implementation of climate change reporting activities in a continuous manner;
  • Strengthen the technical and institutional capacities of Malaysian institutions to implement the Convention, as well as to assist the government to integrating climate change issues into sectoral and national development priorities in a more efficient way; and
  • Support Malaysia’s  Biennial Update Reporting.

The TNC/BUR project would take the national communications and biennial update report process a step further and would represent a strategic tool to integrate climate change considerations into sector policies and programs, as well as building on and linking to the already ongoing initiatives. The proposed project would look at the integration of climate change policies and measures with policies, strategies and programs of actions currently underway. As a result the TNC/BUR would create a key tool for decision makers at all levels by providing them with in depth mitigation and adaptation assessments and with continuous and solid climate data that would inform the policy design process.

The first BUR is scheduled for submission to the UNFCCC by December 2015.  The contents of the BUR report shall follow the guideline contained in UNFCCC Decision 2/CP17 Annex III – UNFCCC biennial update reporting guidelines for Parties not included in Annex I to the Convention.

The TNC/BUR project team consists of the National Project Director (NPD), the National Project Manager (NPM) and 5 Technical Working Groups.  The Technical Working Groups are:

  • Technical Working Group on Greenhouse Gas Inventory;
  • Technical Working Group on Mitigation;
  • Technical Working Group on Vulnerability and Adaptation;
  • Technical Working Group on Research and Systematic Observation; and
  • Technical Working Group on Measurement, Reporting and Verification (MRV).

Duties and Responsibilities

Scope of Work

This consultancy is to seek the services of a consultant to assess the gaps, constraints, level of support received for climate change in Malaysia, in particular in relation to mitigation and develop the chapters on:

  • Constraints and Gaps;
  • Level of Support Received and Needs;
  • Addressing Climate Change

For the first BUR. He/She  shall work closely with the TNC/BUR National Project Director, TNC/BUR National Project Manager and UNDP Programme Manager in developing these chapters. In addition to this he/she shall also hold regular consultations with the  Technical Working Groups in particular on  Mitigation and MRV through their Chairperson. He/She shall report to the TNC/BUR National Project Director and TNC/BUR National Project Manager on a regular basis.

He/She will undertake the following tasks:

  • Collect and compile information and data on the gaps, constraints, level of support received,   needs and way forward for climate change in Malaysia using the information contained in the Second National Communication  as the starting basis;
  • Assist the TNC/BUR National Project Manager to conduct a Stakeholder’s Consultation Workshop on Gaps, Constraints, Needs and Way Forward for Climate Change in Malaysia;
  • Analyse the information collected from the above;

Prepare the following chapters of the BUR:

  • Constraints and Gaps Chapter that would include:
  • Introduction;
  • Mitigation (i) Constriants and Gaps and (ii) Actions to Address Constraints and Gaps;
  • Greenhouse Gas Inventory (i) Constraints and Gaps and (ii) Actions to Address Constraints and Gaps;
  • Adaptation (i) Constraints and Gaps and (ii) Actions to Address Constraints and Gaps;
  • Research and Systematic Observation (i) Constraints and Gaps and (ii) Actions to Address Constraints and Gaps;
  • Conclusion.

Level of Support and Needs Chapter  that would include include:

  • Introduction;
  • Level of support received (financial, technical and capacity building);
  • Technology Transfer receive;
  • Financial Needs;
  • Capacity Building Needs;
  • Technology Needs;
  • Technology Transfer Needs;
  • Conclusion.

Addressing Climate Change Chapter that would include:

  • Introduction;
  • Economic Transformation Programme;
  • Roadmap on Carbon Intensity Reduction;
  • Green Technology Financing Scheme;
  • Green Technology Roadmap;
  • Energy (i) Renewable Energy and (ii) Energy Efficiency;
  • Forestry;
  • Transportation;
  • Waste Management;
  • Corporate Carbon Reporting;
  • Low Carbon Cities Framework;
  • Sustainable Consumption and Production;
  • Government Leading by Example;
  • Conclusion.

Methodology

  • The consultant will employ a number of investigative, analytical and consultative methods and tools to complete his/her tasks:
  • Data/Information collection from public domains, reports and official documents;
  • Desk research;
  • Interviews with key stakeholders (Ministries/Agencies/Departments/Owners and Beneficiaries of Programmes of initiatives/programmes);
  • Stakeholder consultations through discussions and meetings with the 5 Technical Working Groups especially the Technical Working Group on Mitigation and the Technical Working Group on MRV;
  • A stakeholders’ consultation workshop on Constraints, Gaps, Needs and Way Forward for Climate Change.

Handling of Data Information and Documents

All data, information and documents obtained under this assignment will be the property of the Government of Malaysia and be treated as strictly confidential.
No such information shall be used by the Consultant for any other purpose other than the preparation of the Mitigation Chapter for the BUR unless  with written permission from Ministry of Natural Resources and Environment Malaysia  and UNDP.
All soft and hard copies of the data, information and documents must be returned to the Division of Environment Management and Climate Change, Ministry of Natural Resources and Environment Malaysia  upon completion of this assignment.    

Expected Outputs

  • Constraints and Gaps Chapter for the BUR;
  • Level of Support and Needs Chapter for the BUR;
  • Addressing Climate Change Chapter for the BUR.  

Deliverables and Timeline

The Consultant shall be responsible for the delivery, content, technical quality and accuracy of the reports in accordance to the following timeline. All activities shall be reported and deliverables to be submitted to the TNC/BUR National Project Director, Ministry of Natural Resources and Environment through the TNC/BUR National Project Manager.

  • Submission of  work plan and methodology - by 16th December  2014;
  • Submission of first draft of the Gaps and Constraints Chapter and Level of Support and Needs Chapter - by 31st January 2015;
  • Submission of final draft of the Gaps and Constraints Chapter and Level of Support and Needs Chapter - by 28th February 2015;
  • Submission of first draft of the Addressing Climate Change Chapter - by 31st March 2015;
  • Submission of final draft of the Addressing Climate Change Chapter - by 2nd May 2015.

Terms of Payment

The fee is payable upon satisfactory completion and acceptance of the deliverables by the Ministry of Natural Resources and Environment Malaysia and UNDP Malaysia. Breakdown and schedule of payments are as follows:

  • 10 % upon  satisfactory submission and acceptance of work plan and methodology;
  • 25 % upon satisfactory submission and acceptance of Submission of first draft of the (i) Gaps and Constraints Chapter and (ii) Level of Support and Needs Chapter for the BUR;
  • 30 % upon satisfactory submission and acceptance of the final draft of the (i) Gaps and Constraints Chapter and and (ii) Level of Support and Needs Chapter for the BUR;
  • 15 % upon satisfactory submission and acceptance of the first draft of the Addressing Climate Change Chapter;
  • 20 % upon satisfactory submission and acceptance of the final draft of the Addressing Climate Change Chapter

Required Skills and Experience

The consultant should ideally have the following expertise and experience:

Education:

  • Minimum Master’s degree, preferably in climate change, environmental science or a relevant subject with at least 5 years experience in climate change mitigation;
  • Bachelor’s degree with more than 7 years of experience in climate change mitigation can be considered in lieu of the Master’s degree.

Professional Experience:

  • Minimum 5 years of relevant professional experience in climate change especially in the mitigation area;
  • Demonstrated previous experience in analysing, evaluating, articulating and writing climate change policy needs, constraints and strategies to address those needs;
  • Substantive knowledge and experience of GHG emissions reduction in the energy including transport, industrial processes, forestry, agriculture and waste sectors in Malaysia;
  • Experience in implementation of programmes that have mitigation benefits is an advantage;
  • Expereince in Malaysia or South East Asia will be preferred;
  • Prior experience either through involvement in the National Communications for UNFCCC process or similar is an advantage.
  • Possess  deep and comprehensive understanding of integrating climate change issues into sustainable development;
  • Have a broad understanding of the inter linkages and need to balance adaptation to, and mitigation of climate change;
  • Have the capability and clear understanding of how  to communicate financial, capacity and technology needs in international fora.                                                                               .

Language:

  • Excellent command of spoken and written English and Bahasa Malaysia.
