Background

The main objective of the Promoting Sustainable Employments Project (PSE) is to support the national institutions to better plan, implement and monitor active labour market measures (ALMMs). The programme is impl emented in close collaboration with the Ministry of Labour and Social Policy (MLSP), Employment Service Agency (ESA) and Agency for Promotion of Entrepreneurship (APE) 

More specifically, UNDP provides support in the implementation of active labour market measures of the 2014 Operational Plan on ALMM, which should result into: 

  • creation of 900 small businesses and 950 employments through Self-employment programme;
  •  creation of up to 100 new employments in MMEs and craftsmen shops;
  •  creation of up to 100 part-time jobs in Community Works programme for the most disadvantaged unemployed groups;
  •  provision of trainings in occupations demanded on the labor market for 262 unemployed candidates.

To support the businesses that are already existing on the labour market but also to increase the potential of the newly formed ones, the PSE project would like to introduce specific consultancy services aiming at reducing the energy costs of the companies. Benefits from this type of investment approach include energy reductions (achieving high rates of return in the form of energy savings), but also improved building performance, worker productivity, and environmental responsibility.

UNDP would like to help companies realize the benefits of energy efficiency with minimal risk and a large potential payback. In doing so, qualified consultant should provide consultative services that would address all forms of energy consumption in a facility, from the building envelope to the internal controls and systems, including lighting, heating, air conditioning, electricity, and water. The comprehensive, step-by-step approach would allow business owners to make informed decisions about their facilities and energy use. 

PSE programme will initially cover the costs for preparing an analysis of the different needs for implementation of EE measures as per the requirements of different business branches, analysis of potential funding opportunities in the country as well as development of maximum 10 business plans in the area of energy efficiency. The consultant will be paid per developed business plan, but not more then 10. It is expected the offer to be presented in MKD/per business plan, having in mind that the potential beneficiaries of this programme are in the range of micro and small businesses.

Duties and Responsibilities

The key objective of this assignment is to support the established businesses created with the PSE programme through provision of relevant advice on applicable energy efficiency measures. It is expected that proposed measures will improve the business processes and would lead to reduction of their energy bill. In this, the consultant would follow the steps identified below:

  1.  Prepare proposal for different types of EE measures that could be easily modifyed for different types of busineesses that are in the cateogory of small and medium size businesses;
  2.  Prepare analysis of the existing opportunities for grants and/or loans, relevant for SMEs;
  3.  Select together with representatives of the employment team not more then 10 businesses among those that have shown interest to be part of this activity.  Those with highest potential for reduction of energy consumption will be provided business specific consultancy services ;
  4.  After conducting site survey, consultant will prepare preliminary energy assessment report for each of the selected businesses, aligned with their business objectives;
  5.  Through a detaled analysis of costs and existing business environment, the  consultant should  submit comprehensive analysis on each of the business processes, including related costs for undertaking sugested EE measures; 
  6.  Consultant will work closely with those businesses that are willing to invest in improvement of their business environment and will provide recommendations for implementation of measures ;
  7.  After the agreement is reached on measures to be implemented, consultant will ensure that a tool for proper data recording is in place that would prove efficiency of implemented measures and incured savings.

The consultant shall work in close cooperation with the UNDP employment team.

Deliverables 

The incumbent is expected to support the activities of the employment team in the following tasks:

  •  Develop EE plan for each of the agreed businesses (not more then 10);
  •  Develop knowledge products that are user friendly and suitable to non-expert public; 
  •  Identify and share most recommendable practices that can be used by other businesses from the same sector;
  •  Provide information for the project web site on applicable EE measures, latest funds available to the businesses for EE interventions, relevant experiences from the region;
  •  Identifying and sharing relevant international manuals, information, best practices.
  • Provision of technical expertise to small businesses 

 Electrical

  • Give advice and propose concrete measures on efficient usage of electricity—from lighting and controls to office equipment, refrigeration etc. 

 Envelope

  • Analyze and propose improvements to insulation of the building “envelope” and review how does it affect other energy systems

 Water

  • Managing water heating/cooling processes based on actual usage times and areas

 Mechanical

  • Propose applicable changes in the mechanical processes aiming at improving their efficiency

Required Skills and Experience

Terms and conditions for provision of services  

Education:

  • A university degree in energy or mechanical engineering. Advanced degree or/and specialization will be considered an advantage;

Experience:

  • At least 3 professional years of experience performing tasks similar to those required in this assignment; Previous experience in consulting businesses on EE measures;
  • A proven ability to use creative and effective communication tools that captures the attention of non-technical stakeholders;
  • Understanding of the local political and cultural circumstances, familiarity with the employment concerns in the country 

Language Requirements:

  • Fluency in English and Macedonian language; knowledge of the Albanian language will be considered as an asset.

Payment

100% upon submission and approval of the deliverables stated above.

  •  Financial Proposal - specifying a total lump sum amount in MKD for completion of the tasks specified in this announcement. The financial offer shall include a breakdown of the lump sum amount per business, stating clearly the consultancy fee for developing of one plan per business, number of anticipated working days, and any other possible costs. Total number of developed plans will not exceed 10.

Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant during the contract period (e.g. fee, health insurance, and any other relevant expenses related to the performance of services).

Evaluation of Offers:

Best value for money principle takes into account a combination of the applicants’ qualification and financial proposal (70% technical and 30% financial offer). When using this weighted scoring method, the award of the contract should be made to the consultant whose offer has been evaluated and determined as: 

  •  Responsive/compliant/acceptable, and 
  •  Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. 

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation. 

Technical 70%:

  •  Education: A university degree in energy or mechanical engineering. Advanced degree or/and specialization will be considered an advantage; (10%) 
  •  Years of professional experience: Previous experience in consulting businesses on EE measures; (20%) 
  •  At least 3 professional years of experience performing tasks similar to those required in this assignment; (30%) 
  •  Fluency in English and Macedonian language; knowledge of the Albanian language will be considered as an asset; (10%)

Financial 30%
