Background

The new Regional Programme Document (RPD) for Africa 2014 to 2017 was approved during the January 2014 meeting of UNDP’s Executive Board. With Africa’s aspirations as the starting point, and responding to the challenges, opportunities and priorities of the continent, the RPD  intends to contribute to Africa’s efforts to eradicate poverty and reduce inequalities and exclusion through synergistic support to the regional dimensions of four of the seven outcomes of the UNDP Strategic Plan (SP) 2014 -2017.

  • Growth and development are inclusive and sustainable, incorporating productive capacities that create employment and livelihoods for the poor and excluded;
  • Citizen expectations for voice, development, the rule of law and accountability are met by stronger systems of democratic governance;
  • Countries are able to reduce the likelihood of conflict, and lower the risk of natural disasters, including from climate change; and
  • Development debates and actions at all levels prioritize poverty, inequality and exclusion, consistent with our engagement principles.

In order to operationalize the implementation of the four RPD outcomes, specific project documents detailing key activities and results (outputs) to be achieved are being developed for each outcome with an additional fifth outcome on gender.

Duties and Responsibilities

Under the overall supervision and guidance of the Director of the Regional Hub or his designate, the Consultant will focus on the following:

Preparation of a Partnership and Resource Mobilization Strategy:

  • Desk review of relevant documents for a better understanding of context and UNDP’s programmatic support to the 46 Sub-Saharan countries for which the Regional Bureau for Africa has responsibility;
  • Review strategy documents of the African Union Commission (AUC), New Partnership for Africa’s Development (NEPAD), the African Peer Review Mechanism (APRM) and the Regional Economic community for synergy and collaboration with the UNDP Regional Programme;
  • Liaise with the UNDP Bureau of External Relations (BERA) and the out posted BERA Strategic Partnership and Resource Mobilization Officer in addition to concerned staff in Headquarters to ensure synergy with Corporate Resource Mobilization strategies;
  • Key informant interviews with staff from the UNDP Regional Service Centre for Africa and officers from the AUC staff
  • Preparation and presentation of draft Partnership and Resource Mobilization Strategy to UNDP at a half day workshop.

Competencies

Functional Competencies:

  • Solid expertise on effective development cooperation, strategic partnerships, and resource mobilization;
  • Capable of working under extreme deadlines and across several multi-disciplinary teams;
  • Excellent client orientation and inter-personal skills;
  • Ability to work under minimum supervision;
  • Strong writing and communication skills in English.

Core Competencies:

  • Demonstrates integrity by modelling the UN’s values and ethical standards;

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;

Required Skills and Experience

Education:

  • Master’s degree in the area of Social Sciences, Economics, International Relations of other related disciplines.

Experience:

  • At least 7 years of experience consulting on effective development cooperation, partnerships and design of resource mobilization strategies;
  • Direct experience in effective development cooperation, development of partnership strategies, resource mobilization frameworks;
  • Previous experience with UNDP, the UN system or other international organizations will be an asset.

Language:  

  • Proficiency (verbal and written) in English;
  • Knowledge an another UN language (French) will be an asset.
