Background

United Nations Development Programme works with the Supreme Court of the Republic of Kazakhstan to implement project on improvement of judicial monitoring system in Kazakhstan. The project aims to promote better access to justice for all by promoting transparency and public oversight of the court system and by increasing professional level of judges and justice administrators. Since 2009, the Supreme Court of the Republic of Kazakhstan is implementing a system for monitoring the quality of courts and judges performance. In 2009 and 2014 UNDP international expert adviser provided recommendations for improving the system of judicial monitoring with detailed analysis of Supreme Court’s developed system of internal monitoring of regional courts’ performance. UNDP supports Supreme Court’s initiative in strengthening professional skills of judges and plans to provide one day training course for regional judges to increase their knowledge in performing quality based judicial services and develop their skills towards assessment of effectiveness of judicial services provided to all groups of citizens and public and private organizations.

Duties and Responsibilities

  • Provide with the Program of one day training workshop for the group of regional judges on the issues of quality judicial services and assessment of effectiveness of judicial services;
  • Discuss the Program with Supreme Court and UNDP and get approval;
  • Provide with training materials and handouts for translation prior delivery of training;
  • Conduct the training workshop for regional judges;
  • Submit report on results of the training with recommendations towards follow up trainings in the next project years.

Required Skills and Experience

Educational background:

  • Advanced degree in law.

Experience:

  • At least 10 years of work experience in judicial system area;
  • At least 5 years of training experience;
  • Experience in communication and reporting in English language;
  • Experience in writing training programs in judicial area;
  • Experience in conducting training workshops for judges;
  • Successful experience with international organizations;
  • Previous experience with UNDP and knowledge of Kazakhstan will be an advantage.

Language requirements:

  • Excellent knowledge of English language.
