Background

Elections give people a voice in the democratic process. In Egypt, the electoral process is an essential step in the transition period to consolidate the path to democracy. Within this context, the UNDP is cooperating with the Government of Egypt in the area of elections with a focus on a) strengthening public outreach and voter information; b) strengthening technical and operational capacity of national electoral authorities; c) increasing access of women and rural dwellers to their citizenship rights.

The Egyptian State Information Services (SIS) is one of UNDP’s core electoral partners in the areas of voter information and media relations.  Free and independent media are essential to providing voters with the information they need by having adequate information about parties, policies, candidates and the election process itself so that voters can make an informed choice. A democratic election with no media freedom would be a contradiction in terms.

Both the UNDP strengthening of the democratic process in Egypt project and the State Information Service have worked closely in the past three months on capacity building programs for the local Egyptian media on “Media and Elections” through conducting several training programs and developing a user friendly handbook.

Objective of the consultancy

Within this context and under the guidance of the project coordinator, the international training consultant will work closely with a national training consultant to develop a training module “Facilitator’s Guide”.

The training module “Facilitators Guide” aims at providing the training facilitators with a tool on how to prepare and deliver professional training workshops and how to train large groups for the second round of trainings on “Media and Elections”.

The content of the facilitators guide will be based on previously developed training materials and handbook.

Duties and Responsibilities

The consultant will lead a team (the national consultant and staff from the project) in reviewing previously developed training presentations, materials and exercises from the first round of the media and elections training program, and more importantly, use the material to be published media – elections handbook developed by UNDP and SIS to develop the facilitator’s guide.

The consultant will be expected to facilitate planning meetings, planned workshops with the SIS trainers and attend workshops of the second round of the training program.

The facilitator’s guide should include several elements such as:

  • Key messages on Elections and the role of media;
  • Materials for the training workshop;
  • Programme of the training workshop;
  • Facilitation workbook (Detailed Session Contents).

Scope of Work and Expected Deliverables:

Under the overall supervision of the project coordinator, the international training consultant will be responsible for delivering the following outputs:

  • Study and assess the UNDP Media and Elections guide for electoral practitioners;
  • Study and assess the Strengthening of the democratic process in Egypt handbook on Media and Elections;
  • Review previously developed training presentation and materials;
  • Lead assesment and planning meetings with the rest of the team;
  • Coordinate the development process of the facilitator’s guide;
  • Facilitate discussions with the SIS trainers for feedback and comments on the guide;
  • Attend planning meetings with the team members;
  • Attend workshops of the second phase of the training program;
  • Develop a final report on the assignment.

Required Skills and Experience

Education:

  • An advanced degree in social sciences, journalism, mass communications, management, public administration, social sciences, public policy, or related field;
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum of 7 years of professional experience in journalism/ communications;
  • Experience in developing training module/ curriculums for media personal;
  • Ability to interact effectively with various stakeholders and coordinate and lead team work;
  • Proof of Knowledge of elections with a special focus on the situation in Egypt.

Language:

  • Fluency in Arabic and English;
  • Excellent drafting and communication skills in Arabic.
