Background

Grounded in the vision of equality enshrined in the charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian actions and peace and security. Placing women’s rights at the center of all its efforts, United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of national priorities and efforts, building effective partnership with government, civil society and other relevant actors.

UN Women Nepal’s framework of support for the period 2014-17 aims to advance women’s rights, provide space for women’s meaningful participation and to demonstrate tangible differences in their lives, requires strengthening women’s voice, agency and leadership across sectors. The proposed programme builds on lessons learnt from past programming and adopts a holistic and integrated approach across UN Women’s five thematic priorities. It is guided by Nepal’s stated priorities (including those from the Approach Paper to the forthcoming Three-Year Plan) and its commitments to relevant normative frameworks, the country’s UNDAF 2013-2017, the CEDAW Concluding Observations (2011) and UN Women’s corporate Strategic Plan 2014-2017. The programme promotes national ownership, capacity development and institutionalization, inclusiveness, coordination and partnerships, and knowledge generation and management, and seeks to prioritize engagement with and support to key duty bearers who are responsible for advancing women’s human rights, and with rights holders so they can exercise voice and agency. UN Women will leverage its newly-established (2013) sub-national presence to ensure programming remains relevant to local level realities.

Duties and Responsibilities

Objectives of the Assignment:

Under the overall guidance of the UN Women Representative and direct supervision of the Deputy Representative, the national consultant will support in translating UN Women’s strategic plans in the area of economic empowerment into effective programmes and results. It also requires developing mutually reinforcing partnerships with relevant Government counterparts, UN organizations, and CSOs.

The objectives of the assignment are to:

  • Prepare and finalize of the women’s economic empowerment programme under the AWP 2014-17 ensuring strategic engagement with relevant partners at the national and local level;
  • Provide substantive technical support to national counterparts to engender economic empowerment policies/strategies/actions plans.

Key Functions/Responsibilities:

Under the supervision of the Country Representative for Nepal and Deputy Representative for Nepal, the consultant will be responsible for:

  • Support the finalization of  the women’s economic empowerment programme (implementation mechanism, monitoring system, governance structure, partnership framework) under the AWP 2014-17 ensuring strategic engagement with relevant partners at the national and local level;
  • Prepare a project brief of the programme;
  • Carry out a comprehensive capacity assessment of potential partners (networks of excluded groups/research agencies/agencies providing enterprise development support) including identification of areas for support and capacity development;
  • Develop a risk register;
  • Prepare for and launch the inception phase of the programme;
  • Create and coordinate partnerships with the relevant UN agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society on women’s economic empowerment;
  • Provide substantive technical support to national counterparts to engender economic empowerment policies/strategies/actions plans;
  • Support the National Planning Commission (NPC) to establish a working group of feminist economists;
  • Establish a research advisory committee at UN Women;
  • Develop a comprehensive research plan for the period 2015-2017;
  • Strengthen UN Women national and local capacities for programme implementation on economic empowerment;
  • Support fund raising for longer term programme support.

Deliverables:

  • Economic Empowerment programme document;
  • A project brief of the programme and a risk register;
  • Meeting minutes of the research advisory committee;
  • A comprehensive research plan for the period 2015-2017;
  • Capacity assessment reports of potential partners and a report detailing  areas for support and capacity development;
  • Updated partnership mapping matrix.

Required Skills and Experience

Education:

  • Master’s  degree in Economics, Development Economics, Social Science, Business Management, or any other related fields; 

Experience:

  • At least 7 years working experience (at least 3 years at international level) at progressively senior levels of program management and/or facilitation and in development cooperation, particularly in relation to formulation and preparation of multi donor funded project documents for women’s economic empowerment;
  • Proven knowledge and working experience in an entrepreneurship development setup;
  • Proven experience and demonstrated knowledge of gender equality and women’s empowerment issues, including women’s economic empowerment;
  • Knowledge of entrepreneurship development issues;
  • Working knowledge and experience in project management;
  • Good familiarity with and experience of working with donor funded projects and donor reporting;
  • Excellent communication skills and intercultural sensitivity are essential;
  • Good knowledge of computer applications especially Microsoft Office applications, particularly word, excel and a good presentation skills.

Language:

  • Excellent command of written and oral English and Nepali.
