Background

The MGLSD has the overall responsibility of “spearheading and coordinating gender responsive development, and in particular ensuring improvement in the status of women” as directed by the National Gender Policy of 1997, reviewed in 2007 with a time frame set for 10 years. Since gender equality is a cross cutting principle among all sectors in the development arena, implementing the Gender mandate is designed to be multi-sectoral. The MGLSD is instructed to play a key role through five specific responsibilities outlined as follows:

  • Establish appropriate mechanisms for coordinating gender mainstreaming at the different levels;
  • Technical Support: Provide technical assistance on gender mainstreaming to sectors, institutions, local governments, civil society organizations and the private sector;
  • Standard Setting: Provide guidelines, set standards and disseminate and monitor their effectiveness;
  • Institutional Support: Provide support to Gender Focal points (GFPs), Sector Gender Working Groups and Local Governments with a view to improving their effectiveness;
  • Monitoring and Evaluation: Coordinate the monitoring and evaluation of gender responsive development in Uganda.

The ministry of gender wants to seize the opportunity offered by the restructuring of the public sector in Uganda to undertake an institutional review aimed at proposing the model of gender ministry needed to undertake the complex mandate of mainstreaming gender equality in development policies, resource allocation and monitoring and evaluation systems. The result of the assessment will guide the restructuring of the public sector by giving key information needed to set up gender machinery that will enable the country to fulfill its international obligations on gender equality and women rights. 

In order to conduct this institutional review, the ministry will seek the services of two consultants, one international and one national.

Deliverables:

  • An updated work plan;
  • A detailed report of theinstitutional review based on the issues mentioned in the scope of the institutional assessment;
  • A report of the debriefing session facilitated by the team of consultants;
  • A comprehensive SMART costed institutional development plan integrating all issues raised by the institutional review.

Duties and Responsibilities

The exercise should build on the conclusions and recommendations of the 2011 Participatory Gender Audit of the Ministry of Gender, Labour and Social Development which has been undertaken under the Joint Programme on Gender Equality and Women’s empowerment (UNJPGE) and carry out an in depth analysis of the strengths and weaknesses of the following components:

  • Structure of the ministry: legal framework, decision making process, method of setting direction and internal and external links;
  • Strategic management: the analysis should include assessment of leadership and the strategic planning process;
  • Institutional structure to undertake the ministry’s mandate of gender mainstreaming;
  • Functioning mechanism to effectively mainstream gender in development processes;
  • Human resources management: human resources planning, performance management and evaluation, career development planning;
  • Financial management: financial planning and accountability, operations system and procedures;
  • Services delivery; identification of needs to improve delivery development of an evaluation system, support and capacity building, system;
  • Process management, problem solving, decision making and communication;
  • Inter organizational linkages, network, partnership, electronic linkage.

The selected candidate should have:

Required Skills and Experience

Education:

  • An advanced university degree in social sciences or in related field;
  • A degree in institutional and organizational development will be an asset;

Experience:

  • At least ten (10) years of tracked experience in institutional assessment;
  • Experience in conducting institutional assessment using different methodologies and tools, especially participatory processes;
  • A good knowledge of gender analysis and gender mainstreaming in institutions and policies and programmes;
  • An excellent ability to analyze and synthesize vast amounts of information;
  • Proficiency in the usage of computers and office software packages, experience in handling of web based management systems;
  • Should have undertaken at least one (1) similar assignment in the last two years.

Language:

  • Fluency in English;
  • Knowledge of any other UN language is an added advantage.

Evaluation:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. Example 70%-30%.

Technical Criteria: 70 points;

Financial Criteria: 30 points.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) will be considered for the Financial Evaluation.

Technical Criteria – Maximum 70 points:

  • Criteria A: Relevance of Education – 10 points;
  • Criteria B: Special skill (excellent communications, professionalism, language, etc.). - 5 Points;
  • Criteria C: Relevance of experience in conducting similar assignment – 25 points ;
  • Criteria D: Description of Approach/ Methodology to complete the assignment– 30 points.
