Background

Organizational Context:

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations System’s efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women in South Sudan has developed a new Strategic Note and work plan for the period 2014-2016 which are aligned with the South Sudan Development Plan and the United Nations Development Assistance Framework (UNDAF) 2011-2016. Targeted gender equality and women’s empowerment interventions are being undertaken to increase development effectiveness.

UN Women focuses on three priority areas;

  • Women’s leadership and participation in gender-responsive governance;
  • Increased Women’s access economic empowerment and opportunities;
  • Improved Security and peace for women and girls.

UN Women South Sudan Country Office has developed a community based model integrating peace building, economic empowerment initiatives and provision of functional literacy and numeracy trainings. The model is strengthened by the establishment of Women Empowerment Centres (to provide a safe convening place for women forums, meetings, counselling and literacy education); the engagement of men and boys to prevent and respond to violence in the community and against women in particular; and the engagement of law enforcement agencies and customary law officials for the provision of women friendly services.

Duties and Responsibilities

Functions:

Under the direct supervision of the UN Women Gender and Security Specialist, and with the overall guidance of Deputy Country Representative and in close collaboration with a National Consultant; the Consultant will assess the design of the integrated community model as a pilot initiative that is functional in five states. The assessment will analyze the coherence of processes and strategies in place and provide early indications of achievements at the output levels of results. The perceptions of Community women, men, girls and boys would also be key to the assessment. The Consultant will be responsible for developing the assessment methodology and work plan in close consultation with the UWOMEN South Sudan Country team.
Key Tasks:

  • Inception Report;
  • Desk Review.

Before conducting field visits, the consultant will review all relevant documentation, quarterly progress reports, work plans, mission and workshop reports:

  • Development of assessment tools;
  • Individual Interviews and Focus groups;
  • Report.

Individual interviews and Focus groups will be organized at community level which are the points of implementation. The discussions between community stakeholders including mainly women, girls, boys and men will focus on specific issues or questions which will directly relate to the piloted Integrated Community approach. Discussion will be held with relevant county and Payam authorities.
The International consultant will present draft findings, conclusions and recommendation to UNWOMEN Country team and partners in order to discuss and validate them. The draft report will subsequently be shared for further comments before finalization.

Key Deliverables:

Following the submission of an inception report, the following will be expected as deliverables:

  • A comprehensive Community Integrated Model assessment report;
  • A comprehensive Integrated Model assessment report including;
  • Key lessons learnt for UNWOMEN future planning and implementation of the Community model;
  • Improved design of the community model.

Required Skills and Experience

Education:

  • Advanced Degree in Social Sciences, Women Studies, Development Studies or other relevant field and with formal research skills.

Experience:

  • At least 10 years’ experience in conducting assessments;
  • Wide experience in quantitative and qualitative data collection methods and –analysis including surveys, focus group discussions, key informant interviews etc.

Language:

  • Fluency in Written and Spoken English.
