Background

UNDP’s Regional Centre for Europe and the CIS is UNDP`s advisory hub for the region tasked with the responsibility to provide policy and programmatic support to UNDP´s development activities in the region.

The Centre’s Communications team has the mandate of exploring, among others, the use of communications and social media as a way to increase the effectiveness of programming, opening up the organization to external views and input and engaging experts in the regional and global dialogue on key development challenges.

The communications consultant will support wider production, editing and uploading of content for the UNDP regional website, blogs, and social media presence (Twitter, Facebook, Flickr, Visual.ly, Scribd, Slideshare, etc) for regional programmes and UNDP Country Office outreach.

The Centre is also working alongside the European Commission to produce and expand the  Kapuscinski development lectures, with 28 planned lectures in the coming year. For supporting implementation of the project UNDP looks for a communications specialist whose responsibilities will include management of online promotion of the events and their content. 

Duties and Responsibilities

  • Support the creation and uploading of content for the UNDP Regional website;
  • Manage and develop the Kapuscinski Development Lectures website (http://kapuscinskilectures.eu) as an online library of high quality content on development;
  • Prepare plans tailored to each lecture, in close consultations with communications team and Kapuscinski Project manager;
  • Manage content systems of the Kapuscinski website, write and edit text content for the website and for the social media platforms;
  • Prepare basic graphic content for Kapuscinski and the UNDP website and social media platforms; 
  • Research and monitor relevant websites and social media channels as needed;
  • Analytics: regular tracking of web and social media statistics and preparation of regular reports;
  • Engage audiences through use of social media;
  • Market digital content via social media platforms;
  • Initiate partnerships with other relevant online and social media channels;
  • Travel to Country Offices to provide support as needed.

Expected outputs/Deliverables

The tasks implemented each month will be completed upon submission of the following deliverables:

  • UNDP Online content marketed and shared through social media platforms and partners‘ online channels;
  • Online communications plans tailored to each Kapuscinski lecture;
  • Online communications content for promoting lectures in various online channels;
  • Social media platforms regularly updated and engage online audiences for range of UNDP programmes;
  • Kapuscinski Development Lectures website maintained and edited with regularly updated content;
  • Monthly report from implementation of the tasks.

Specific deliverables will be agreed upon with the Supervisor at the beginning of each month, in writing. Payments will be made once a month upon submitted satisfactory progress report against deliverables and approved timesheet submission providing details of time spent on respective deliverables, their timely execution and acceptance by the Supervisor.

  • Highest standards of integrity, discretion and loyalty.

Required Skills and Experience

Academic Qualifications/Education: 

  • Bachelors’ Degree required, preferably in communications, journalism, media studies, public information or other relevant field.

Experience: 

  • At least three years of experience in online and social media communications. Online and social media communications experience in international organisation, non-profit and government sector would be an asset.  (Criteria A);
  • At least two years of experience in managing websites, including establishment of the websites, development, creating and uploading content (text, social media, graphic, video, audio content), supervising website designers and editors. Managing website experience in international organisation, non-profit and government sector would be an asset. (Criteria B);
  • At least one year of managing professional social media accounts, and experience with social media engagement and marketing .(Criteria C);
  • Experience in working for the development sector or covering development topics as a journalist. (Criteria D).

Language skills: 

  • Excellent writing, editing, and oral communication skills in English.

Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews and interviews) and financial criteria specific to the solicitation. 

Only highest ranked candidates who would be found qualified for the job based on the P11 desk review will be invited for an interview. 

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Criteria A – max points: 10;
  • Criteria B – max points: 10;
  • Criteria C – max points: 5;
  • Criteria D – max points: 5;
  • Criteria F: - interviews (interpersonal and communications skills, and creativity) – max points: 5.

Financial Criteria - 30% of total evaluation – max. 15 points.

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.

Any business-related travel costs once the contract begins would be paid for by UNDP.

*Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services...). 
Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner on monthly basis. 

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
