Background

The Joint Steering Committee (JSC) was established in September 2013 and is co-chaired by the Prime Minister, the Special Adviser of the United Nations Secretary-General for Yemen (SASG) and the United Nations Resident Coordinator. The Prime Minister has delegated the chairmanship of the JSC to the Minister of Planning and International Cooperation and the SASG has delegated it to the Senior Officer of the Office of the SASG based in Yemen. The Government is represented by the Minister of Finance, the Minister of Foreign Affairs and the Secretary General of the Prime Minister Office; bilateral donors are represented by the GCC, Netherlands, Turkey, UK and US; the multilateral agencies by IOM, UNDP and UNHCR; and the INGO Forum Chair represents the international NGOs. Finally a representative of the Yemeni society is in the process of being added. 

The PBF Secretariat in Yemen will be set up to provide key support to the Joint Steering Committee, particularly though not exclusively through coordination of RUNO activities in support of achieving results identified by the Peacebuilding Priority Plan. The tasks of the Secretariat, among others, include the coordination of the implementation of the Yemen Peacebuilding Priority Plan, the organization and preparation of JSC meetings, conducting consultations with relevant stakeholders, communicating the process of implementation of the PPP to all relevant stakeholders, as well as monitoring and reporting on the peacebuilding outcomes of the PPP. To ensure the full engagement of national actors, including Government and civil society, the Secretariat will also be expected to provide capacity building on topics relevant to peacebuilding to the national and local authorities, implementing partners and the people involved in the peacebuilding programme. The Secretariat serves as an interface between the strategic decision-making level bodies, the state institutions and the UN Agencies in the country and PBSO.

The M&E Officer will work under the day-to-day supervision of the Programme Coordinator of the JSC Secretariat Project. The Specialist will ensure effective implementation of the Peace Building Priority (PPP) M&E plan as well as required reporting to PBSO thru the MPTF Gateway.

Duties and Responsibilities

  • Assist in developing and implement PPP M&E Plan including baseline and end line perception survey, data collection to report on PPP indicators and targets, etc.;
  • Ensure that collection of data and analysis for monitoring the PPP is gender sensitive;
  • Monitor progress in achieving PPP outcomes;
  • Provide monitoring, reporting and evaluation guidance to PRF projects;
  • Provide quality assurance or guidance to the project manager or M&E specialist in the RUNO for timely project (semi-annual/annual/final) and PPP (annual basis) reporting to PBSO and MPTFO;
  • Provide quality assurance on results-based reporting and review half year, annual, final reports on project implementation and final project evaluation reports;
  • Coordinate tracking the implementation of achievement of PRF projects’ results; regularly collect necessary information related to projects implementation (indicators, results, figures);
  • From an M&E perspective, provide written inputs to the reports which will be reviewed by the JSC and subsequently submitted to PBSO (e.g. annual report by PPP outcomes);
  • Provide and coordinate training activities on M&E. Organize project impact monitoring and evaluation trainings and review including independent impact evaluations;
  • Organize and conduct joint field monitoring visits with RUNOs/JSC/PBSO/Donors/ Implementing Partners (IPs);
  • Accompany project evaluations and support the final external evaluation of PPP implementation;
  • Coordinate evaluative exercises (e.g. evaluability assessments, periodic reviews and evaluations) led by PBSO;
  • Provide M&E related support to the PBF Secretariat;
  • Perform any other relevant tasks as required.

Required Skills and Experience

Education:

  • Master degree preferably in international development, social sciences, statistics, public administration or other relevant field.

Experience:

  • 5 years of relevant work experience at national or international level;
  • Proven knowledge of and experience in data collection, analysis and reporting, as well as developing and executing M&E plans;
  • Excellent oral and written communication skills to provide briefing to senior executives and to write well-conceived, clear and strategic reports;
  • Strong analytical, evaluation and conceptual thinking skills;
  • Experience with international organizations and government officials;
  • Computer literacy (MS Word, Excel, Power Point, Internet, email, etc.).

Language:

  • Fluency in English and Arabic languages.
