Background

The project aims to enable Lebanon to prepare, produce and disseminate its First Biennial Update Report (BUR) to the Conference of the Parties (COP) of the UN Framework Convention on Climate Change (UNFCCC), in order to fulfill Lebanon’s commitments as a Non-Annex 1 Party to the Convention.

One of the main components of the BUR is the national greenhouse gas (GHG) inventory. The latter is being compiled and complete by the project team. Some challenges are faced during the process: lack of data availability, inconsistency of data between various sources, formulation of relevant assumptions, estimation of data uncertainty according to established guidelines etc. Therefore, a review is needed in order to validate and improve the quality of the inventory to be reported. In addition, the reviewing process will issue recommendations to be integrated in the second BUR based on lessons learnt.

Duties and Responsibilities

Scope of Work

The purpose of this consultancy is to:

Review the entire GHG inventory compiled by the project team and formulate recommendations;
Conduct the uncertainty analysis of Lebanon’s GHG inventory for the years 2010 and 2011 by applying established guidelines[1].

General tasks

The tasks mentioned below shall be performed in close cooperation with the UNDP/Climate change team and the Ministry of Environment.

The Consultant shall be responsible for carrying out all the necessary tasks to compile information and data required for the work.The UNDP/Climate Change team, along with the Ministry of Environment, will assist in clarifying issues and providing the Consultant with all information available in this subject.

The tasks involved will cover the following items:

Review of the GHG emission inventory for all sectors

Perform initial checks: determine whether the national inventory, and in particular the data in the CRF, is complete and in the correct format.

Perform a desk review:

Examine procedures and methodologies used in the preparation of the inventory from the collection of data to the reported emission estimate (double counting, completeness of years and sources/sinks, key category analysis, QA/QC procedures, assumptions, units, recalculations);
Assess the quality and reliability of the methodology in accordance to established guidelines;
Detect anomalies/mistakes in activity data;
Asses reliability of emission factors used;
Validate time series consistency and compare with data from previous submissions;
Identify areas for further improvement and note possible ways for improving the estimation and the reporting of inventory information;
Draft results in report.

Prepare the uncertainty analysis of the inventory

Collect uncertainty information on activity data and emission factors for years 2010 and 2011;
Enter uncertainty values in GPG 2000 uncertainty spreadsheet and generate results;
Draft uncertainty sections of inventory for each sector.

Prepare manual on calculation of uncertainty

Draft a detailed step by step manual on methodology of estimation of uncertainty of greenhouse gas inventory in Lebanon (especially uncertainty related to expert judgment). Manual will be used as a guide for the preparation of future greenhouse gas inventories.

Required Skills and Experience

Education:

University degree (at Master level) in environmental sciences/studies/engineering/economics or closely related fields;
PH.D is an asset.

Experience

International relevant experience of not less than 5 years;
Substantial knowledge of and experience in greenhouse gas inventories and IPCC and UNFCCC guidelines;
Previous experience in inventory reviews with UNFCCC;
Certified UNFCCC inventory reviewer is an asset.

Languages:

High proficiency in English.
