Background

Overall objective of the project “Support to Development of Cultural Tourism” is to contribute to national economic growth through developing the Palestinian tourism sector by increased engagement of Public-Private Partnerships (PPPs).
The project – funded by the EU and implemented by UNDP/PAPP – will target two pilot sites: 1. Khan Al Wakale in Nablus city and 2. Nabi Musa in Jericho governorate.
Within the above mentioned project, the consultant will be called to specifically work on Khan Al Wakale in Nablus city and on Nabi Musa in Jericho.

In line with the previous activities implemented by UNESCO in the Khan Al Wakale Compund, and based on preliminary agreement with Nablus Municipality, the proposed activities to be implemented by UNDP/PAPP in the Khan Al Wakale complex with EU financial support are:

  • Update of the business and management plan;
  • Provision of technical assistance to the Municipality of Nablus in the establishment of a public-private joint-venture which will be in charge of the guest-house, cafeteria and restaurant;
  • Provision of technical assistance to the Municipality of Nablus in the selection process for the shops' lessees;
  • Provision of technical assistance for the design of the museum, supply of related furniture and equipments;
  •  Finalization of infrastructure works and equipping of the site;
  • Production of a promotional/visibility campaign and materials to launch the opening of Khan Al Wakale and a touristic itinerary for Nablus;
  • On-the-job-training and capacity development for the staff of the Municipality and the joint-venture in charge of the management of Khan Al Wakal;
  • Support in the start-up period to ensure effective management of the restaurant/cafeteria, guest house, shopping area, etc.

While for the Maqam En-Nabi Musa compound, UNDP/PAPP will implement the following activities in full coordination with the Ministry of Tourism and Antiquities:

  • Establishment of  Maqam En-Nabi Musa association (Joint Committee) including MoTA, Palestinian Islamic Waqf, Governorate of Jericho, owners (Husseini and Nashashibi families) and key representatives from the local cultural and tourism community;
  • Provision of technical assistance to the Joint Committee in the selection of PPP modality and further definition of the selection criteria for the local private partners;
  • Development of a business management and marketing plan with the involvement of Jericho Committee for Tourism Development;
  • Provision of technical assistance to the Joint Committee during the selection and contracting process of the private partner;
  • Technical and architectural survey and assessment of the buildings' state of conservation including identification of feasible interventions in collaboration with the selected local private company (PPP);
  • Design conservation interventions for the site in collaboration with the selected local private company (PPP);
  • Rehabilitation works of the Maqam En-Nabi Musa complex;
  • Training for the concerned staff from the Joint Committee in charge of the supervision of implementation of concession;
  • Support to the local private partner in the start-up period to ensure effective management of the complex.

Duties and Responsibilities

Objectives of the Assignment

For the activities related to: a) Production of a promotional/visibility campaign and materials to launch the opening of Khan Al Wakale and a touristic itinerary for Nablus; and b) conferences and seminars for the overall EU-funded programme; UNDP/PAPP will hire a technical consultant in promotion and visibility campaign to carry out the related activities as further detailed below.

Scope of Work

The consultant under the supervision of the Chief Technical Specialist and Project Manager, should carry out the following tasks in a twelve months period. 
Task 1 – Develop a visibility plan in line with the “Joint Visibility Guidelines for EC-UN Actions in the Field” in order to ensure that UN actions funded by the European Union (EU) incorporate information and communication activities designed to raise the awareness of specific or general audiences of the reasons for and impact of the UN-EU cooperation, and identify EU support for the action in Palestine, as well as the impact of this particular project for the two historical sites.

Task 2 – Preparation of promotion and visibility campaign material for Khan El Wakale and a touristic itinerary in Nablus.
Task 3 – Assistance to the national expert in the preparation of the detailed designs and tender documents for the museum of Khan Al Wakale and archaeological area (including detailed graphic design of the exhibition and related material to be exhibited).
Task 4 - Organization of a conference/seminar in Nablus in coordination with the Municipality and the Ministry of Tourism and Antiquities.

Responsibilies

UNDP will coordinate with the Ministry of Tourism and Antiquities and the Municipality of Nablus to get and hence provide to the Individual consultant all the necessary documentation needed for a successful completion of the tasks.

Deliverables

Tasks Deliverables Target Date:

  • Task 1  A narrative report along with the visibility plan  After 2 months from the signature of the contract;
  • Task 2 A complete set of detailed design, technical specifications and tender documents for the campaign materials After 4 months from the signature of the contract;
  • Task 3 A narrative report with detailed instructions  to the national expert for designing  the  museum and archaeological area of Khan Al Wakale After 3 months from the signature of the contract;
  • Task 4 A narrative report on the organized seminar/conference After 8 months from the signature of the contract.

Payment Terms:

  • Payments are based upon output, i.e. upon delivery of the services specified in the TOR.

Milestone % Payment Target Date:

  • Completion of Task 1 and 3 30% After 3 months from the signature of the contract;
  • Completion of  Task 2 30% After 4 months from the signature of the contract;
  • Completion of Task 4 40% After 8 months from the signature of the contract.

All payments will be issued upon certification of UNDP. UNDP will provide the Individual Consultant with any comments/inputs/observation on the delivered products within 15 days from the date of delivery; the Individual Consultant has other 15 days to re-submit to UNDP the final amended version of the documents.

Required Skills and Experience

Education:

  • Minimum BA in communication, social media, local and international development.

Experience:

  • A minimum of 10 years’ experience in promotion and visibility campaign;
  • Communication management would be an asset;
  • Knowledge of the “Joint Visibility Guidelines for EC-UN Actions in the Field” would be an asset;
  • Good Command of MS Office applications (Words, Excel, MS Project, etc.) and graphic design (i.e. Adobe InDesign);
  • Excellent report writing skills.

Language:

  • Fluency in written and spoken English;

Additional:

Willing to travel to West Bank.
