Background

The United Nations Development Programme (UNDP) is supporting Malawi’s electoral process through the Malawi Electoral Cycle Support Project. In its 2012-2017 Strategic Plan the Malawi Electoral Commission (MEC), an independent electoral management body mandated to administer, conduct and supervise Malawi’s elections identified that the current structure of the organization should be reviewed. A comprehensive study had been conducted in 2008 to establish a baseline for such an organizational restructuring, however, since that time the recommendations of the report were not able to be implemented. While the 2008 report maintains much of its value, after the experience of two general elections (2009 and 2014) the report requires updating based on the experience and lessons learned from the intervening period.

The focus of the required work is to therefore review, analyze and update the 2008 report, encompassing the experience and strategic goals of the MEC. The contractor will review available reports, conduct participative interviews and consultations with relevant interlocutors (primarily from within the MEC Commission and Secretariat, but inclusive of other stakeholders) to update the 2008 report. The contractor will also elaborate a sequenced road map of key activities to inform the implementation of the restructuring process, identifying necessary options and recommendations and present their findings and analysis to stakeholders.

UNDP is therefore seeking the services of a highly experienced institutional analyst or change management specialist. Ideally, but not essential, the contractor will have had some prior experience with electoral management bodies.
