Background

Recognizing the key role of environmental protection and sustainable energy systems for the sustainable development of Moldova, the Cluster is further expanding, supporting the country’s transition to low carbon and climate resilient economies, ecosystems and communities. Next to climate change adaptation and mitigation, the programme focuses on strengthening of environmental governance, promotion of biodiversity restoration and conservation and support to non-governmental organization environmental initiatives.

Under the guidance and direct supervision of the Programme Specialist/Sustainable Development Cluster Lead, the Programme Analyst analyzes political, social and economic trends and participates in the formulation, management and evaluation of programme activities within the portfolio, as well as is responsible for managing the UNDP programme within the thematic/sectoral areas assigned.

The Programme Analyst supervises relevant project staff. The Programme Analyst works in close collaboration with the CO Management Support and Business Development, Programme and Operations teams, programme staff in other UN Agencies, UNDP HQs staff.

Duties and Responsibilities

Summary of key functions:

  • Implementation of programme strategies;
  • Management of the CO programme;
  • Creation of strategic partnerships and implementation of the resource mobilization strategy ;
  • Provision of top quality advisory services to the Government and facilitation of knowledge building and management.

Ensures implementation of programme strategies focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAF, CPD, CPAP and other documents;
  • Analysis and synthesis of proposals on the areas for support and interventions within the practice area of biodiversity restoration and conservation, chemicals and environmental governance.

Participates in effective management of the CO programme within the practice area specialization assigned  focusing on quality control from formulation to implementation of the country programme achieving the following results:

  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results;
  • Design and formulation of some parts of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions;
  • Initiation of a project, presentation of the project to PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects;
  • Application of conceptual models in support of programme design;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NIM projects;
  • Quality assurance and backstopping for projects in the thematic area of responsibility which are fully nationally implemented applying cash transfers under HACT, incl. coordination and oversight of assurance activities and regular update of the ATLAS ERBM module;
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports. Preparation of inputs for corporate reports.

Supports creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization;
  • Contribution to development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.

 Provides top quality advisory services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals;
  • Sound contributions to knowledge networks and communities of practice.?    Organization of training for the operations/ projects staff on programme issues;
  • Professional growth through active learning.

Required Skills and Experience

Education:  

  • Master’s Degree or equivalent in Environmental Science, Environment and Natural Resource Management, Environmental and Resources Economics or closely related field;
  • Prince2 training and certification, RMG.

Experience:  

  • Years of relevant experience at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects;
  • Experience in the area of energy and environment;
  • Experience in the use of computers and office software packages and handling of web based management systems.

Language Requirements: 

  • Fluency in Romanian, Russian and English is required.
  • Working knowledge of one or more additional languages relevant for Moldova, including Bulgarian, Gagauzian, Romani, Ukrainian or sign language would be an asset.
