Background

Project Description:

  • Since the devastating floods that took place in Mozambique in 2000, many advances have been made in terms of mainstreaming Disaster Risk Reduction at the central Government level down to the local level within communities;
  • Over the last fourteen years there have been many success stories as well as lessons learned in responding to the affected communities and efforts to build back better, which are worth documenting and sharing with the general public including different stakeholders working within this thematic area avoid or minimize future such catastrophes;
  • Over the years, video production has proved to be a powerful communication tool and sharing of information;
  • DVDs are available anywhere and used even in remote communities, where cell phones and musical DVD technology is increasingly present;
  • Audio-visuals are becoming a way of entertainment (with TV&DVD equipment in hotels and bars) and a tool for sensitization in education centers;
  • When packaged adequately, audio-visual materials can be cheap, easy to disseminate and can be handled even by the illiterate;
  • For all those reasons, development agencies are increasingly using video support as a means to inform, sensitize and communicate key messages to replicate development-related lessons (e.g. participatory video), or for explanatory and awareness raising campaigns (as HIV/AIDS education materials);
  • The project on Livelihoods and Early Recovery following the 2013 floods designed by UNDP and currently being implemented in four Districts of Gaza seeks to document the best practices, lessons learned from the activities as well as challenges that impedes implementation of the activities;
  • The documentary will be used to support the government campaign in building back better after each disaster;
  • To this end, UNDP Mozambique is seeking a consultant to closely work with the project team to produce a report and a video on the best practices, lessons learned and challenges on livelihoods and early recovery interventions in the Gaza Province;
  • Guijá, Xai-Xai, Chibuto and Chókwè.

Duties and Responsibilities

Scope of work, responsibilities and description of the proposed analytical work:

  • The objective of this assignment is to produce a report and a short video on the best practices, lessons learned, and challenges on Livelihoods and early recovery interventions at the different levels of government as well as the at the community level;
  • The production of this video will rely on a combination of desktop research, interviews with different government (Central/Provincial/District) and development institutions, as well as at the community level that work in similar areas.

Expected Outputs:

  • The result of this assignment will be a narrative report which will showcase the best practices, lessons learned, challenges as detailed above;
  • This work will rely on desktop research, interviews with different stakeholders and institutions;
  • Based on the information gathered to develop the narrative report the consultant will also produce 200 copies of a 20-30 minute documentary showcasing the same results;
  • The consultant will rely on field work to obtain necessary footage as well as support from UNDP and INGC existing communication material as they relate to the project;
  • The target audience will include development practitioners, Government institutions, and academic institutions working in the area;
  • The main added-value of this assignment will be to compile the best practices since the inception of the LHR project and report the lessons learned in a simple visual way which will allow the target audience to easily recognize where the gaps in the system remain and shed a light on the way forward.

Institutional Arrangement:

  • The consultant will be under supervision of the main IP team (INGC) team through project focal point and will also be supervised by UNDP project team and focal points in order to ensure that expected results are achieved and key project information is provided in proper manner; Consultant will work daily directly with national project coordinator, project focal points and district authorities in Gaza, including local communities where direct interviews will be conducted;
  • As described above, the consultant will be requested to submit an inception report, draft of the field finding results and at the end a final report and documentary to be approved by UNDP and INGC;
  • Main partners and Institutions to be meeting by the consultant are: National Institute for Disaster Management (INGC), Local District authorities, NGOs working in the region, HCT, and the targeted communities/beneficiaries from the project;
  • The IP/ INGC is expected to provide basic facilities for the consultancy team, which will include vehicle in the field; facilitate setting up meetings with stakeholders and partners; provide all necessary documentation of the project and necessary back up on information and guide on project objectives and main findings within the project life time;
  • Other facilities, such as accommodation, meals and extra trips within the field and in the main city will be covered by consultant fees.

Duration of the Work:

  • The consultancy is expected to be implemented within 90 days;
  • A detailed plan for the mission should be included in the inception report, which should be revised based on CO, project team and IP inputs;
  • Working days are expected as follow:
  • Desk review of relevant documents (project reports, Government reports etc) –  10 working days;
  • Interviews with strategic partners  + focus groups + review of documents on site  - 10 working days;
  • Development of script and footage of field work implementation and interviews with beneficiaries – 10 working days;
  • Development of narrative report and Editing of footage for production of documentary - 30 days;
  • Presentation of final draft of report and documentary which includes feedback from drafts – 30 days;
  • The inception report is expected 4 days after signed agreement;
  • Draft of the report and concept line of the documentary is expected to be submitted after 40 days from the start of consultancy work;
  • Draft of documentary is expected to be submitted after 60 days from the start of the contract;
  • Final presentation of report and documentary, to be submitted together no later than 90 days after the start of the consultancy;
  • Final results, is considered complete, in contractual terms, only when it has achieved acceptable standards;
  • The consultancy work is expected to start in November and final presentation to be submitted within 90 days.

Financial Proposal:

Lump sum contracts

  • Detailed financial proposal: Lump sum offer with clear breakdown (Consultancy fee and per diem);
  • The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract);
  • Payments are based upon input, i.e. upon delivery of the services specified in the TOR;
  • In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (number of anticipated working days);
  • The present consultant work is expected to be delivered in a period of maximum 90 working days, including submission and approval of final report and documentary.

Documents to be included when submitting the proposals:

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

Technical Proposal:

  • Cover letter;
  • Brief methodology on how the work will be conducted;
  • Submission of a completed UNDP Personal History (P11) form is required;
  • Draft work plan with specific time frame.

Financial proposal:

  • Personal CV including past experience in similar projects and at least 3 references;
  • Submission of a completed UNDP Personal History (P11) form is required.

Duty Station:

  • The consultant/team is expected to conduct both desk review and field work in Maputo and Gaza Province, including Guijá, Chókwè, Chibuto, and Xai-Xai Districts where project is implemented in a full time period of maximum 90 days, including submission of both final report and documentary to UNDP Mozambique and INGC;
  • Relevant activities will include desk review, field work in the target Districts, and report writing as specified in sections D and F.

Required Skills and Experience

Education:

  • At least a Masters’ Degree in communication studies, video production with very good knowledge of livelihood, sustainable development, climate change and or/disasters risk management.

Experience:

  • A minimum five (5) years of relevant experience in video production and reporting, preferably in areas of livelihood, sustainable development, climate change and or/disasters risk management;
  • At least three years of recent work in Mozambique;
  • Solid experience in production of short documentaries with focus on development issues in a creative and effective manner;
  • Experience in development of quality reports preferably in the areas of Disaster Risk Reduction (DRR) and livelihoods is essential.

Languages:

  • Fluency in Portuguese and English;
  • Knowledge of changana is desirable.
