Background

The Governance for Empowerment and Social Inclusion (GESI) cluster is a programme unit of UNDP Sri Lanka and is also responsible for the successful implementation of the programme Strengthening of Law, Access to Justice and Social Integration (SELAJSI) that comes under the five-year programme of the Country Office, planned under the Outcome 3 of the United Nations Development Assistance Framework for Sri Lanka 2013-2017 (UNDAF) . This is the 3rd phase of UNDP’s programming in the access to justice sector, which has been expanded to more comprehensively cover issues of social integration including gender equality and women’s empowerment.

In accordance with the UNDAF and SELAJSI Programme document, UNDP assists implementing partners (Ministry of National Languages and Social Integration, Ministry of Justice, Ministry of Rehabilitation and Prisons Reform and Ministry of Child Development and Women’s Affairs) in fulfilling their respective project mandate to empower communities, strengthen local governance, and protect and promote access to justice, social integration, gender equality and human rights.

Under the guidance and direct supervision of the Assistant Country Director/GESI, the successful candidate will be tasked with:

  • Contributing to the regular review of the overall SELAJSI Programme as well as the each respective project portfolio; researching, analyzing and monitoring the developments relevant to the SELAJSI Programme and projects;
  • Providing substantive advice and identifying new key areas of concerns through the monitoring of developments in law, policy and practice, in collaboration with the Technical Coordinators (TCs) of each project;
  • Identifying priority areas, target groups, partners and most effective means and associated budgets for devising and implementing annual work plans of the projects;
  • Managing UNDP’s contribution to the SELAJSI Programme: all aspects of effective implementation and evaluation of country level components of the Programme and provision of technical assistance as appropriate to the national counterparts and partners, in collaboration with the Technical Coordinators, UNDP RBAP and HQ staff, and other agencies of the UN Country Team;
  • Conducting monitoring and evaluation (M&E) visits and consultations with relevant institutions, collaborating with implementing partners in planning workshops, developing M&E mechanisms, and drafting donor reports, in close collaboration with the TCs and the Management Support Unit (MSU) of the Country Office;
  • Supporting the co-ordination in between the implementing Ministries as well as the coordination between the implementing partners and UNDP Sri Lanka office
  • Participating in relevant meetings and representing the UNDP Sri Lanka/GESI at conferences, meetings and events as appropriate, to promote SELAJSI Programme and actively seek potential donors/partners;
  • Supervising and leading the Programme support staff (including TCs of the Project Implementation Units), in close collaboration with the Programme and Operations teams of the UNDP Sri Lanka, UNDP RBAP and HQ staff, and other UN agencies.

  UNDAF-Communities empowered and institutions strengthened to support local governance, access to justice, social integration, gender equality, and monitoring, promotion and protection of human rights in alignment with international treaties and obligations and in alignment to the constitution of Sri Lanka.

Duties and Responsibilities

Summary of key functions:

  • Implementation of programme strategies;
  • Management of the Country Office programme;
  • Creation of strategic partnerships and implementation of the resource mobilization strategy;
  • Provision of top quality advisory services to the Government and facilitation of knowledge building and management.


Ensures implementation of programme strategies focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAF, CPD, CPAP and other documents;
  • Analysis and synthesis of proposals on the areas for support and interventions within the practice area specialization assigned.

Participates in effective management of the CO programme within the practice area specialization assigned focusing on quality control from formulation to implementation of the country programme achieving the following results:

  • Design and formulation of some parts of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions;
  • Initiation of a project, presentation of the project to Project Appraisal committees, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by Senior Management), participates in recruitment processes for projects;
  • Application of conceptual models in support of programme design;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of Nationally Implemented Projects;
  • Preparation of inputs for reporting, including donor reporting.

Supports creation of strategic partnerships and implementation of the resource mobilization strategy   focusing on achievement of the following results:

  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

   
Provides top quality advisory services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of training for the operations/ projects staff on programme issues;
  • Professional growth through active learning.

Impact of Results:

  • The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education:

  • Master’s Degree in Law or in political or social sciences or related field;
  • Prince2 training and certification, RMG.

Experience:

  • Relevant experience at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects.
  • Experience in the use of computers and office software packages and handling of web-based management systems.

Language Requirements:  

  •  Fluency in the UN and national language of the duty station.
