Background

UNDP Turkey will support the Ministry of Interior of Turkey for "Improvement of Civilian Oversight of Internal Security" through an EU funded technical assistance project. The overall objective of the project is to structurally embed expanded enjoyment of civil rights by Turkish citizens and democratic control of internal security in the regulatory system and public administration practice of Turkey.

The project is composed of 3 components:

  • Component A - Legislative Framework: This component aims at enabling the Ministry of Interior and the public administrators (governors and sub governors) to exercise civilian oversight over law enforcement bodies;
  • Component B - Capacity Building: This component aims at increasing the capacity at the MoI to realize its mission as regards the administrative management of security forces at the central and local level and establishment of institutional structures needed in order to meet the EU standards for HR protection and for a strengthened civilian oversight;
  • Component C - Civil Society and Media: This component aims at contributing to strengthen independent oversight on law enforcement bodies and increase citizens’ participation in oversight.

Duties and Responsibilities

The overall objective of this assignment is to support the realization of some activities under component A, B and C. The main objective of Component A is to develop a legislative framework, which will enable Ministry of Interior and the public administrators (governors and sub governors) to exercise civilian oversight over law enforcement bodies. Component B aims to achieve increased capacity at the MoI to realize its mission as regards the administrative management of security forces at the central and local level and establishment of institutional structures needed in order to meet the EU standards for HR protection and for a strengthened civilian oversight. Main objective of component C is increased civilian oversight of the ISFs through increased interaction of media and civil society organizations with public authorities and other high level officers. The international expert will be responsible for supporting the realization of some activities under these components. The expert will assist to the preparation of seminar reports, a guidance note and a proposal to the MoI. The consultant is expected to workshops to exchange information with other experts and give presentations at the seminars/conferences. The expert will also be assigned to conduct fieldwork in Turkey with relevant ISF institutions.

The duties and responsibilities of the expert is as follows:

The International Short Term Expert will support the realization of the following activities under Component A, B and C:

  • Activity A.3 Review for the necessary institutional structures proposed to the Ministry of Interior including draft organigrams for enhanced civilian oversight in line with the EU best practices;
  • Activity B.1.7 Prepare a guidance note on "efficient prevention tactics" for improving the services of ISFs to be more citizen focused and in line with universal human rights;
  •  Activity B.2.5 Organize a seminar on adapting EU good practices to Turkey for introducing “best mechanisms” of civilian oversight;
  •  Activity B.2.6 Organize a seminar on adapting EU good practices to Turkey for the establishment of a joint academy;
  •  Activity C.2/A A minimum of 3 parliamentary meetings and discussions on civilian oversight held with the participation of 30 Members of Parliament including one for a selected small group of MPs from the internal affairs and defense committees.

The tasks and responsibilities of the International Short Term Expert will be as follows:  

  • Work jointly with other international experts and local experts in order to submit a proposal to Turkish Ministry of Interior on selected institutional structures. Gather all necessary information and reports, and prepare the final draft;
  • Attend workshops to exchange information with other experts on institutional structures and efficient prevention tactics for improving the services of ISFs to be more citizen focused;
  • Conduct field work with ISFs in Ankara on production of efficient prevention tactics for improving the services of ISFs to be more citizen focused and in line with universal human rights;
  • Work jointly with local and international experts and provide input to the final draft of  guidance note on efficient prevention tactics;
  • Work on the organizational arrangements of seminars/conferences to be held in Ankara and give presentations and prepare seminar reports on adapting EU good practices to Turkey for introducing “best mechanisms” of civilian oversight and establishment of a joint academy;
  • Work on the organizational arrangements of parliamentary meeting to be held in Ankara and prepare a report on the parliamentary discussions on civilian oversight together with the local expert.

* The payment conditions indicated herein represents estimated working days to be invested for the particular activities. %100 of the payment will be made upon submission of the Deliverable namely ‘Seminar report on the establishment of a joint academy’. The total working days might be lower than 44 days but cannot exceed 44 days.

Required Skills and Experience

Education:

  • BA degree in Law, Social Sciences or Public Administration;
  • Higher degrees in Political Science will be an asset (Masters, PhD)

Experience:

  • At least 5 years of work experience;
  • Experience in preparation of comparative reports on administrative studies;
  • Experience in working with government institutions;
  • Experience in working with international organizations will be an asset;
  • Knowledge on the organizational structure of Turkish Ministry of Interior will be an asset;
  • Prior fieldwork experience (conducting interviews, doing research) in Turkish public institutions will be an asset;
  • Previous experience on security issues in Turkey (Knowledge of the Turkish internal security context) will be an asset.

Language:

  • Fluency in English.

  • Internships (paid/unpaid) are not considered professional experience;

  • Professional experience gained in an international setting is considered international experience;

Proposal:

Financial Proposal:

The candidates will be requested to submit ‘Financial Proposals’ upon completion of technical evaluation.

The financial proposals shall be submitted in UNDP’s standard format which will be communicated to successful candidates. The financial proposal shall specify the daily fee, travel expenses and per diems quoted in separate line items, and payments are made to the Individual Consultant based on the number of days worked

Reporting Line:

The consultant will be responsible to Democratic Governance Programme Manager, under the direct supervision of the Chief Technical Advisor and Project Administrator of the Improvement of Civilian Oversight of Internal Security Sector Project Phase II for the completion of the tasks and duties.

Reporting Language:

The reporting language is English.

Title Rights:

The title rights, copyrights and all other rights whatsoever nature in any material produced under the provisions of this TORs will be vested exclusively in UNDP.

Timing Duration:

  • Contract Start Date: 20 November 2014;
  • Contract Completion Date: 24 January 2015;
  • Total expected w/d to be invested: 44 days.

Duty Station:

Duty station of the expert will be in home based, when necessary travel might be required to pilot provinces of the project (Ankara, Istanbul, Malatya, Gaziantep, Izmir, Trabzon).

* Assignment related travel and accommodation expenses outside of expert’s home base will be borne by UNDP.

 Terms and Payment:

The international short-term expert will be hired under an Individual Contract (IC) or a Reimbursable Loan Agreement and be paid in USD upon submission and approval of the all deliverables listed above. The international short term expert shall provide IC timesheet together with the deliverables in order to proceed with the payment.

The amount paid shall be gross and inclusive of all associated costs such as social security, pension and income tax. Assignment-related travel and accommodation costs outside of expert’s home base will be borne by UNDP upon submission of documentation.

Contracting Authority:

Contracting Authority for this Assignment is UNDP, and the contract amount will be provided through UNDP.

Tax obligation:

The subscriber is solely responsible for all taxation or other assessments on any income derived from UNDP. UNDP will not make any withholding from payments for the purposes of income tax. UNDP is exempt from any liabilities regarding taxation and will not reimburse any such taxation to the subscriber.

Evaluation:

The selection of the Consultants will be made in accordance with the quality- cost based selection method (70 % technical component and 30% price component).
