Background

The project is anchored in the human security thematic area of the National Climate Change Action Plan. As the complexity of the challenges posed by disasters and by the changing climate calls for an integrated approach, the human security as a strategic priority ensures the integration of climate change adaptation and disaster risk reduction in development planning and decision-making processes, including those intended to support the long-term recovery of disaster-affected areas.

The following are the expected outputs for this project (a) climate-related/disaster risk and vulnerability assessments; (b) priority preparedness and mitigation action; (c) awareness raising and capacity building; (d) mainstreaming climate/disaster risks in land use and development plans and programs; (e) building resilience of the poor and the vulnerable; and (f) knowledge and information sharing.

Project Climate Twin Phoenix was officially launched in December  2012 initially covering the areas affected by Typhoon Sendong, specifically, Cagayan de Oro and Iligan Cities.  In 2013, the project was expanded to cover the areas hardest hit by Typhoon Pablo, specifically New Bataan of Compostela Valley and Baganga, Boston and Cateel in Davao Oriental.  In June 2014, the Resilience and Preparedness for Inclusive Development (RAPID) for 12 municipalities affected by Typhoon Yolanda was launched as a new component of Project Climate Twin Phoenix.

Project partners from the government are DOST (PAG-ASA, PHIVOLCS), DENR (MGB, NAMRIA, RBCO) DILG, HLURB, OCD, MINDA, and the local government beneficiaries.  As a strategy to promote multistakeholder participation, the project continues to initiate partnerships with academic institutions and nongovernment organizations like the University of the Philippines, Mindanao State University, Xavier University, Mindanao University of Science and Technology, Balay Mindanaw Foundation, Inc., and other organizations involved in community-based disaster risk reduction and management, and climate change adaptation.

Duties and Responsibilities

Provide technical advice, assistance, guidance and directions for all project activities:

  • Climate Change Vulnerability/Disaster Risk Assessment;
  • Development of Priority Climate Adaptation and Disaster Risk Mitigation Actions;
  • CBMEWS Establishment & Operationalization;
  • Strengthening Inter-Agency/Multi-Sectoral Coordination Mechanism(s) for Disaster Preparedness & Response;
  • Information, Education and Communications (IEC) Campaign for and Competency Development of Local Actors on Climate Change Adaptation and Disaster Risk Management;
  • Socio-economic Resilience Development for the Poor and Most Vulnerable;
  • Knowledge Management.

Supervise a team of consultants and project staff, providing clear direction and regular monitoring and feedback on performance

  • Review the TORs of consultants/project staff and participate in the recruitmen process;
  • Review and assess the technical content, quality, and scheduling of outputs/deliverables of consultants and project staff; and
  • Assess project performance and achievement especially the sustainability of relevant activities.

Establish linkages or coordinative mechanisms and ensure the involvement of local partners.  Assist project management in coordinating project activities with other related projects such as Integrating CCA-DRR into Local Planning and Decision Making Processes;

  • Assist the project management in firming up project scope, outputs and schedule by providing periodic assessment of progress of project activities, and recommend measures to address major project operational and technical issues;
  • Refine the Reference Manual on Mainstreaming Disaster Risk Reduction and Climate Change Adaptation in the Comprehensive Land Use Plans into a Guide for Disaster Risk Assessment in Comprehensive Land Use Planning;
  • Oversee and lead the implementation of project activities in the new project sites namely Provinces of Compostela Valley and Davao Oriental in addition to the original project sites;
  • Perform other duties/functions as may be deemed necessary for project implementation and coordination.

Required Skills and Experience

Education:

  • Advanced degree (M.S. or Ph.D.) in urban and regional planning, economics, environmental planning, environmental science, meteorology, climatology or related field

Experience:

  • At least 10 years of proven track record in project management, especially in the area of DRM/DRR, climate change, environmental planning/studies, risk assessment, land use and physical planning, and/or urban and regional planning;
  • Working experiences on climate change and disaster risk reduction issues, particularly on mainstreaming efforts;
  • Strong familiarity with environmental laws and regulations, and development and land use/physical planning processes and regulations at the national, subnational and local levels;
  • Strong communication skills, including demonstrated written and presentation skills and the capacity to relate to both internal and external constituencies of the project; and
  • Demonstrated ability to work well in multidisciplinary teams and manage complex tasks
