Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women’s rights at the center of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Rooted in UN Women’s mandate on ending violence against women, and in line with its Strategic Plan 2011-2017, UN Women is implementing a Global Programme “Safe Cities Free of Violence against Women and Girls” (SC GP). The programme builds on the experiences to date of leading women’s and international organizations and local level initiatives across various parts of the world.

The Global Programme aims to produce a global model, tested and proven through a comparative impact evaluation in the cities of Kigali, Quito, Delhi, Port Moresby and Cairo, which can be widely disseminated to policy-makers, mayor’s offices, donors, and civil society for adaptation and upscaling. UN Women office in PNG joined the SC GP in 2011 with its pilot Project: Port Moresby: Safer City for Women and Girls”.

Shortly after the Port Moresby Safe City Programme started in 2011, UN Women conducted a scoping study with local partners in the city to understand the nature and extent of violence against women and girls, including sexual harassment and other forms of sexual violence in six marketplaces. It found that 55 per cent of women experienced some form of sexual violence in market spaces in the previous year.   Port Moresby's market vendors are, by and large, women – around 80 per cent. Many of them are extremely poor, depend on the selling of their vegetables for daily subsistence, and have experienced multiple forms of violence in public and private spaces, including sexual violence. Single mothers and widows face particular risks, as they are often stigmatized, and lack economic and social opportunities to reach their potential.

Two years later, a lot has changed in one of Port Moresby’s main markets, as a result of the strong participation of women vendors through vendors’ associations and innovative initiatives undertaken as part of a comprehensive approach to build safe markets with, and for, women and girls. The Gerehu market has upgraded its infrastructure, including bathrooms and showers, renovated market stalls and shaded areas and potable running water is now available. Moreover, new innovative cashless methods for collection of fees are being implemented to prevent extortion and theft, a market vendor association has been established, and a referral system for survivors of family and sexual violence in the markets is currently being piloted.  The programme is now working in Gordons market, the largest market in the South Pacific, and plans are underway to expand the programme to several other markets around Papua New Guinea.

The Papua New Guinea Country Office (Port Moresby) has opened a consultancy opportunity for a Programme Manager to support Safe City-Port Moresby Programme in PNG.

Duties and Responsibilities

Summary of Key Functions:

  • Programme coordination and management.

Description of Functions: 

Coordinate project milestone assessment and donor reporting process, in particular focusing on:

  • Advocacy for the restructure of the Markets Division in the National Capital District Commission (NCDC);
  • Management of support to NCDC to achieve the restructure;
  • External independent assessment of NCDC’s restructure;
  • Assist in coordination of preparations and implementation of complementary baseline and midline research and evaluation for Gerehu market, Gordons market and the safe buses for women and children project.

Coordinate and undertake status checks with relevant stakeholders on Gordons market reconstruction plans, in particular ensuring that:

  • NCDC undertake the required Geotech survey;
  • Capacity building training for NCDC and draft market design assessment is carried out;
  • NCDC regularizes land titles for the relevant blocks of land.

Oversee the probono contract for architectural design services to the NCDC.

Programme staff supervision and guidance.

Complete expansion plans for the mobile banking bill pay system and finalization of Pilot Phase 2 report on mobile banking in Gerehu market.

Carry out relevant M&E activities including annual progress report preparations.

Begin work on market policy and by-laws and Gender/HIV policy.

Any other tasks as requested by the Country Office Representative or Deputy Representative, including office management during any absence of both the Representative and Deputy Representative.

Impact of Results

The key results have an impact on the overall effectiveness of the Port Moresby: Safe City programme.  The key results also impact on the image of the organization and its ability to deliver on its mandate.

Required Skills and Experience

Education:

  • Master`s degree (or Bachelor’s degree with equivalent additional years of experience) in international development, gender studies, political science, social science, law and justice, project management or any related discipline.

Experience:

  • 5 years of relevant experience at the national and international level in development issues;
  • Prior experience in development projects on gender equality and human rights;
  • Strong experience in project management, policy analysis, financial reporting and management, monitoring and evaluation, data analysis and statistics;
  • Experience working in PNG highly desirable;
  • Experience working in the UN will be an asset in particular coordinating UN inter-agency work.

Languages:

  • Fluency in English is required;
  • Understanding of Melanesian Tok Pisin highly desirable.
