Background

Country Context

Mozambique is richly endowed with a variety of natural resources. New large gas and coal discoveries and elevated investor interest in extractive industries (EI) have been touted as “game changing” for Mozambique. A transition is currently underway from a foreign-aid based economy to one based on substantial foreign direct investment dominated by mega-projects in the extractive industries sector. This has the potential to propel the Country from the low- to the middle-income group and to reduce its aid dependence much more rapidly than previously expected. However, transforming natural resources capital into human and social capital, while minimizing social harm and maximizing respect for human rights is probably the major challenge facing Mozambique today. This requires well thought-out, evidence-based policy interventions founded on the principles of open, democratic and transparent governance.

Mozambique faces crucial policy decisions that will have a profound bearing in shaping the country’s development trajectory in the years to come. One of the immediate priorities for the government is to ensure wider participation in the current debate on EI with a view to establishing and implementing a cohesive national vision for the sector that encapsulate the interests, views, and human rights of affected communities and of the society as a whole. That in turn will provide the overall framework through which natural resources can be managed and revenues from this sector allocated and utilized. The African Union’s African Mining Vision constitutes an important platform in this regard. As the only African-owned initiative on mining backed by all African Heads of State it sets out an aspiration for mining to catalyze broad transparent, equitable and sustainable growth and socio-economic development. Another challenge is to ensure proper coordination and dialogue on EI issues through the enhancement of mechanisms -be it at inter-ministerial/governmental level or others involving a broader number of national stakeholders at both the central and decentralized levels.

In this context, the UN in general and UNDP in particular are called to play a key policy advisory and capacity development role to ensure that a nationally owned vision is truly participatory and informed by internationally agreed best practices and human rights standards. In September 2014, the Government of Mozambique officially endorsed the UNDP programme on “Extractive Industries for Sustainable Development”.  The overall objective of this programme is to support the governance of EI through an increasingly participatory, equitable and sustainable approach, ensuring that the contribution of the extractives sector to peace and human development is maximized. In this context UNDP Mozambique will focus on providing policy advisory services, enhancing communities’ and civil society participation and providing knowledge management services mainly through a South-South cooperation approach. This programme represents an unprecedented opportunity for the UN and in particular UNDP to play a leadership role in shaping the country’s national approach to EIs for sustainable human development.

UNDP Programmatic Context

Following its Strategy for Supporting Sustainable and Equitable Management of the Extractive Sector for Human Development, UNDP has launched a Global Initiative and a Regional Project in Africa to support country-level efforts. The Global Initiative and the Regional Project provide the framework for developing this country level project in Mozambique. The Global Initiative and the Regional Project in Africa aim at:

  • Supporting countries to design, improve and implement their legal, regulatory and policy frameworks to effectively govern their extractive sectors;
  • Facilitating formal and informal participatory decision-making processes to institutionalize representation of communities, women’s organizations and indigenous peoples and prevent conflicts in the governance of extractive industries;
  • Strengthening systems to ensure transparent and accountable management of resource revenues;
  • Assisting the private sector in extractive industry to align their core business operations and Corporate Social Responsibility (CSR) activities with national and local development plans. Supporting them to engage in meaningful consultations with local and indigenous communities, and helping them to link up with local providers of goods and services;
  • Helping countries to develop strategies to invest resource revenues in economic transformation, social development and environmental regeneration;
  • Strengthening the capacity of artisanal and small-scale miners, and that of public institutions, which regulate and promote them; and
  • Generating and sharing knowledge.

Mozambique is one of the selected countries to implement the above initiatives. In that regard the Project will be supporting the following outputs and activities:

Output 1: Mozambique’s national capacities for participatory policy formulation, implementation and inter-sectorial coordination for the governance of extractive industries are strengthened.

Sharp increases in investment and production of minerals and gas in Mozambique have shifted the priorities and attention of the Government toward the EI. The legal framework regulating mining and environmental aspects of mining is relatively strong, with additional amendments planned to the fiscal regime; environmental impact assessment legislation; and corporate social responsibility laws and policies. However, the capacity of institutions in deliberating, implementing policies and legislation, as well as in ensuring policy coherence needs to be strengthened, at both the national and sub-national levels.

Output 2: Transparency enhanced and conflict prevention mechanisms are in place by strengthening the voice, access to information and participation of civil society, women’s organizations and communities on issues related to extractive industries.

Gaps in the consultation with civil society and protecting the rights of women and men in affected communities need to be addressed properly. The capacity of local governments to effectively dialogue with civil society needs to be strengthened by increasing knowledge, information and awareness of already existing legislation and processes available to protect human rights. The National Human Rights Commission requires additional knowledge and experience to deal with cases related to the extractive industry. Multi-sectoral consultation mechanisms, such as the Extractive Industries Transparency Initiative (EITI), civil society representation as well as its capacity to reach out broadly within Mozambique must be increased.

Output 3: Capacities of artisanal and small-scale mining enterprises and relevant public institutions are enhanced, upgrading low-value mining value chains and addressing environmental, social and gender issues.

The Ministry of Mineral Resources (MIREM) is increasingly paying attention to regularization of artisanal mining by creating designated areas for this activity and issuing licenses upon organization of artisanal miners into associations. However, the pace of regularization is insufficient to match the demand of increases in artisanal mining activities that are often accompanied by a number of social and environmental problems coupled with difficulties to access markets, technologies and finance. Further technical expertise support is required to improve this area.

Output 4: Knowledge created and shared through South-South cooperation, in support of Mozambique’s mining vision.

The complexity of the extractive industry calls for undertaking research supported by strong evidence and effective advocacy to help inform policy formulation for human development. Similarly, rapid learning from and exchange of experience with other countries undergoing similar transformation of their economies led by extractive industries is necessary to adapt to the fast pace of growth of the extractive industry. Mozambique also has considerable experience and lessons to be shared with other countries in the South. The synergies between this project and the global and regional initiatives of UNDP on extractive industries will be exploited so as to provide the Government of Mozambique access to knowledge through UNDP’s global and regional expertise and networks in other resource-rich countries, while maximizing the use of knowledge and experience from Mozambique, elsewhere.

Organizational Context

Under the overall guidance of the Country Director, in close collaboration and coordination with the UNDP Mozambique project team, and direct supervision of the MIREM, the Extractive Industry for Sustainable Development Programme Manager/Technical Advisor (EIPM/TA) will manage the programme as well as provide technical expertise and advice to the MIREM on all aspects of the Extractive Industries sector. S/he will also give support on policy, research, capacity development, inter-ministerial coordination and liaison with civil society and communities.

Within the scope of the support to MIREM, the EIPM/TA will also work with other government counterparts/entities, civil society, private sector and other stakeholders at both central and decentralized level.

It is anticipated that, in articulation with UNDP CO the EIPM/TA will promote knowledge management and south-south cooperation for best practices, knowledge sharing and experience exchanges on issues related to EI for promotion of sustainable development, including by exploiting UNDP knowledge networks and enhancing/creating S-S and triangular partnerships to that end.

In close collaboration with the UNDP Head of Governance UNIT, the EIPM/TA will also be expected to provide technical leadership and expertise to support and backstop the overall project implementation to achieve the project results. Lastly, the EIPM/TA will ensure strategic advice and direction to both UNDP and other UN Agencies Mozambique EI work to expand the UNDP/UN support to the EI sector and for resource mobilization.

Duties and Responsibilities

Summary of Key Functions:

  • Overall management and implementation of the project to achieve its intended results;
  • Ensure effective support in the implementation of the “Extractive Industry for Sustainable Development Project” to achieve its expected objectives and contributing to the achievement of high delivery rates;
  • Strengthen MIREM and relevant actors’ capacities in the EI sector for the management and coordination of Mineral Resources Policy and Strategy (PERM) implementation;
  • Establishment and maintenance of partnerships with stakeholders, including other UN agencies, government officials, civil society, private sector and others in areas related to extractive industries; 
  • Provision of substantive policy support, technical advice and expertise to relevant counterparts in areas related to extractive industries; to MIREM and other relevant counterparts in all areas related to extractive industries;
  • Contributing to Resource mobilization efforts under the guidance of and within parameters defined by the senior management;
  • Provide strategic advice and direction to both UNDP and other UN Agencies Mozambique for policy positioning, better support to the EI sector and to develop strategic partnerships.

Overall management and implementation of the project to achieve its intended results in a way that ensures accountability, efficiency and effectiveness; and that manages social and environmental risks in accordance with UNDP’s standards by:

  • Planning and budgeting of project activities, preparation of annual work plans;
  • Identification of social and environmental risks; identification and implementation of measures to manage them, ensuring compliance with UNDP’s requirements and procedures;
  • Ensuring implementation of project activities through coordination with executing agencies and management of project staff and consultants;
  • Monitoring project implementation and the use of financial resources, preparing and delivering project monitoring reports to the project board and donor(s);
  • Coordination and timely provision of project information for audits, evaluations and reviews; follow-up on recommendations from audits, evaluations and donor reviews; timely action on all exceptions; oversight of project closure;
  • Determination and preparation of project revisions as needed; preparation and finalization of contribution agreements as needed;
  • Updating and preparation of briefings and key communication materials for UNDP senior management in relation to the project.

Ensure effective support in the implementation of the “Extractive Industry for Sustainable Development Project” to achieve the project expected objectives and contributing to the achievement of high delivery rates by:

  • Contributing to the planning, budgeting, implementing and monitoring of the “Extractive Industry for Sustainable Development Project”, in accordance with UNDP standards, as well as policies and procedures;
  • Ensuring  quality implementation of the project activities;
  • Assisting in the organization of the project’s board and other project related meetings;
  • Promoting team work with the Government colleagues, as well with colleagues in UNDP Country Office and in the UN system;
  • Contributing to the preparation of monitoring reports on activities, outputs and outcomes;
  • Updating and preparing briefings and key communication materials for UNDP senior management in relation to the project.

Strengthen MIREM and relevant actors’ capacities in the EI sector for the management and coordination of Mineral Resources Policy and Strategy (PERM) implementation by:

  • Supporting the Government leadership and oversight of the Mineral Resources Policy Strategy implementation plan (PERM PI);
  • Supporting the enhancement of inter-sectorial coordination mechanisms on EI and in the context of the Country Mining Vision PERM PI;
  • Providing technical support to MIREM in the strengthening of Mozambique’s national capacities for participatory policy formulation, implementation and inter-sectoral coordination for the governance of EI for sustainable development;
  • Organizing and contributing to training for stakeholders as needed;
  • Supporting the technical capacities at MIREM to ensure effective   leadership, ownership and sustainability of project;
  • Supporting  the Government access to knowledge sharing networks on best practice and lessons learned on extractive industries and human development creation of a knowledge platform including UNDP and UN resources;
  • Supporting and encouraging the Government to develop south-south cooperation in the context of the EI for sustainable human development.

Establishment and maintenance of partnerships with stakeholders, including UN agencies, Government officials, civil society, private sector and others in the areas related to EI through:

  • Regular liaison with project partners to ensure successful and timely implementation of the project, including formal mechanisms such as project board and project review meetings;
  • Building on existing UNDP partnerships and networks, identification of Government and non-government stakeholders at the national and local levels; supporting the engagement of stakeholders in activities relevant to the project;
  • Supporting government counterparts, jointly with the UNDP country focal point, in setting up and ensuring the sustainability of inter-ministerial and inter-sectoral coordination mechanisms;
  • Representing UNDP at UN and donor coordination mechanisms related to EI;
  • Ensuring synergies with other UNDP and UN programmes and projects in Mozambique.

Provide substantive policy, technical advice and expertise to MIREM and relevant counterparts in the areas related to EI by:

  • Conducting policy analyses, assessments, syntheses of good practices and lessons which are directly related to the EI policy and programmatic goals;
  • Provide strategic advice and technical assistance on mining policies and legislative frameworks to MIREM and other relevant Government stakeholders on key policy issues related to extractives (e.g. environmental, social and human rights standards);
  • Articulation and dissemination of these analyses for application in policy or programmatic changes;
  • Staying abreast of research in the area of EI and sharing relevant information with partners and stakeholders;
  • Development of and contribution to tools and methodologies on areas related to EI;
  • Supporting the development of policies to address country’s needs in collaboration with the government and other strategic partners;
  • Participating and contributing to knowledge sharing mechanisms and networks;
  • Supporting MIREM in establishing/enhancing partnerships also in relation to resource mobilization;
  • Undertake high-level advocacy on relevant development policies and programmes in relation to the EI, democratic governance and human development with the representatives of top echelon of the country’s stakeholders.

Contributing to Resource mobilization efforts under the guidance of and within parameters defined by the senior management by:            

  • Supporting the preparation and articulation of UNDP Mozambique resource mobilization strategy;
  • Supporting in the implementation of UNDP Mozambique partnerships and resources mobilization strategies to achieve outcomes related to EI for sustainable development and active contribution to the overall office effort in resource mobilization;
  • Determining programmatic areas of cooperation based on strategic goals of UNDP, country needs and donors’ priorities;
  • Conducting analysis and research of information on partners and donors and identification of possible areas of cooperation.

Provide strategic advice and direction to both UNDP and other UN Agencies Mozambique for policy positioning, better support to the EI sector and to develop strategic partnerships by:

  • Contributing with substantive inputs to the Common Country Assessment (CCA), the UN Development Assistance Framework (UNDAF), the Country Programme Document (CPD), and other documents, as required;
  • Providing specialist advice and analysis to UNDP and the UN System on significant policy measures being considered or implemented by the Government of Mozambique in the fields of EIs or other critical issues arising in the same context;
  • Identification of opportunities and elaboration for Joint UN Programming on EI within the Delivering as One framework;
  • Establishing linkages between the UNDP Mozambique project and the UNDP global and regional programmes on EI as well as ensuring synergies with other UNDP and UN programmes and projects in the Country;
  • Contributing to innovative partnerships with bilateral and multilateral donors, Government institutions, organized private sector, CSOs and other stakeholders;
  • Contributing substantively to the UN Extractive Industries Taskforce and other EI related  working groups to coordinate UN intervention on EI;
  • Representation, when requested, of UNDP to various inter-agency and development partners fora in EI field;
  • Supporting the preparation of Mozambique’s National Human Development Report (NHDR) on EI and related research in support of the Mozambique’s mining vision, if/when requested;
  • Contributing to the EI for Human Development knowledge networks.

Required Skills and Experience

Education:

  • Master's Degree in public administration, political science, international relations or other relevant field.

Experience:

  • Minimum 7 years of relevant experience working in programme/policy advisory role, hands-on experience in design, implementation and monitoring and evaluation of development projects in Extractive Industries and Anti-Corruption and establishing inter-relationships among international organization and national governments;
  • Experience in the usage of computers and office software packages, experience in handling of web based project management systems;
  • Strong knowledge of UN/UNDP Programme and Operations Policies and Procedures, as well as, project management practices.

Language Requirements:

  • Fluency in English is essential;
  • Knowledge of the Portuguese language is highly desirable.
