Background

In line with the United Nations (UN) in Bahrain long term plan to operate under one common premise, the UN is seeking a consultant to conduct an assessment on the existing UN premises and propose renovations in accordance with projected staffing/space needs and UN building standards/guidelines. The consultant will also develop a proposal for establishing a new UN House premises.

Duties and Responsibilities

The United Nations in Bahrain is seeking an architect/engineer to conduct an assessment of the existing UN premises and its future needs and develop two proposals on behalf of the United Nations in Bahrain. Below are more details:

Assessment report: will provide an evaluation of the existing workplace environment and outline future requirements. Specifically the report will outline:

  • Current and projected staffing requirements;
  • Current and projected space requirements for offices and common spaces, following UN office space standards;
  • Current and projected costs of common services, maintenance services and rent costs where applicable;
  • Cost-benefit analysis.

Proposal A:

  • Will outline a plan/recommendations for the renovation of the existing UN premises with a view to accommodate new UN agencies and ensure the building meets UN House standards and guidelines, where applicable to the local context. The proposal will also outline associated costs with each recommendation.

Proposal B:

  • Will outline a plan for establishing a new UN House premises, ensuring the premises can accommodate all UN agencies and meet UN House standards/guidelines where applicable to the local context. The proposal will also outline associated costs with each recommendation.

Required Skills and Experience

Education:

  • A university degree in Architecture or Civil Engineering.

Experience:

  • A minimum of five (5) years of progressively responsible professional experience in working with Government entities, developers, municipalities and contractors on similar projects;
  • Background in developing countries with demonstrated strong project management experience & skills is preferred;
  • Strong experience in design of proposal is an advantage;
  • Professional experience and knowledge of Green Building principals is preferred;
  • Familiar with International Building Codes such as IBC and Eurocodes is an advantage;
  • Experience in Autocad and 3ds Max will be an asset.

Language:

  • Excellent oral and written communication skills in English. Additionally, a good commend of Arabic is preferred.

  • Submission of a financial proposal that outlines advisory service costs.

Financial Proposal:

  • The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery and acceptance of the modules as specified in the TOR.

Evaluation:

  • The offer will be evaluated by using technically compliant (minimum of 70% out of 100%) methodology and contract will be awarded to the lowest priced offer.
