Background

The United Nations Office on Drugs and Crime was set-up in 1997, combining the United Nations Centre for International Crime Prevention and the United Nations International Drug Control Programme. It was established by the Secretary-General of the United Nations to enable the Organization to focus and enhance its capacity to address the interrelated issues of drug control, crime prevention and international terrorism in all its forms. The mandate of the Office derives from several conventions and General Assembly resolutions, and the Office’s technical cooperation programme aims to help improve the capacity of Governments to execute those international commitments.

Duties and Responsibilities

Under the general supervision and policy guidance of the UNODC Regional Representative for Central Asia and direct supervision of the Senior Project Coordinator (SPC) the incumbent will undertake the following tasks:
• assist the SPC in activities related to the management, implementation and monitoring of the project;
• jointly with other project staff, provide substantial support to all project activities, including, organizing project team meetings, expert group meetings, law enforcement training courses and sub-regional meetings;
• provide support to the SPC in reviewing and revising the budget;
• draft annual budget proposals;
• monitor and control the budget of the project;
• identify and prioritize requirements for training, ensure appropriate nominations and arrangements;
• identify consultancy needs, develop terms of reference for the proposed consultancies and assist in the identification, selection and recruitment of consultants and instructors;
• in coordination with other project staff prepare work plans, monitoring reports (biennial and annual), background documents, mid-term evaluations and the final evaluation;
• jointly with other project staff draft all necessary project progress reports and project implementation delivery rate reports;
• support the SPC in day-to-day communication with counterparts in the region including relevant law enforcement and other special bodies involved in CARICC project;
• assist the SPC in administrative issues;
• monitor CARICC renovation works to be done at CARICC building in Almaty;
• monitor equipment supply and installation, and expenditures;
• prepare needed documents for the work of the international panel to screen, select and recruit CARICC staff;
• ensure appropriate nominations and arrangements for study tours and fellowships;
• cooperate with expert missions as required;
• act as a liaison officer between the various agencies participating in the implementation of the project;
• collect documents and keep files related to the project implementation;
• within his/her competency support and assist, as required, all other UNODC projects in Central Asia
• perform other functions for the successful implementation of the project as might be required.

Teamwork: Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity, including gender balance.

Commitment to continuous learning: Willingness to keep abreast of new developments in the field.

Technology Awareness: Fully proficient computer skills and use of relevant software and other applications, e.g. word processing (Excel, Microsoft Word, PowerPoint, etc.); use and search of information on the Internet, etc.

Communication: Ability to write in a clear and concise manner and communicate effectively orally.

Required Skills and Experience

Academic requirements: Advanced university degree preferably in the field of law, law enforcement, administration, management and related areas;

Experience: at least five years of relevant working experience; experience in United Nations technical assistance programs or similar programs of other international organizations, countries is desirable;

Languages: excellent spoken and written English and Russian is required, knowledge of the languages of the region is an asset;

Computer skills: Excellent drafting skills for routine correspondence and proficiency in Excel, Word, PowerPoint.

Other skills:
- good interpersonal and communication skills are prerequisites.
- managerial skills and diplomatic skills desirable;
- knowledge of the law enforcement system of the countries of the region is an asset;
