Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women plays an innovative and catalytic role in the occupied Palestinian territory (oPt) since its inception in 1997. UN Women oPt focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the oPt context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

UN Women as part of its approach and methodology within the unique political and social context in Palestine, the Programme “Support for delivery of security and justice services to women victims of violence” funded by DFID aims at creating and institutionalizing systems, policies, procedures and mechanisms related to the protection and empowerment of women and children victims of violence, as well as to women’s access to equitable justice. The Women Human Rights Programme within UN Women; would like to recruit a high-qualified Security Sector Specialist to support the process of institutionalization and capacity development of the security sector and other relevant partners.

Duties and Responsibilities

Under the overall supervision of UN Women Palestine Programme Coordinator, and the direct supervision of the Project Specialist, and in close cooperation with the project team, the International Consultant will undertake the following:

The main objectives of the assignment are:

  • Support the Ministry of Women’s Affairs (MoWA) and the Technical Committee mandated to implement the Serious Case Reviews (SCR) mechanism formed and operating under the umbrella of the Ministry-led National Committee to Combat VAW in the application of the SCR mechanism. This support would entail the review of cases of women/children victims of violence, and would present main protection gaps and other harmful implications on the victims. Through the progress review, relevant stakeholders should be able to: 1) identify emerging/unexpected protection issues, as well as actual factors determining breaches in the protection system and women’s challenges in accessing the justice chain, and to 2) formulate feasible, timely responses to the identified problems and shortfalls. The (SCR) mechanism was activated by MoWA in mid-2014, currently the first serious case review is in process;
  • Support the implementation of activities targeting the Security Sector under the DFID-funded programme, including - without being limited to - supporting the recently merged Family and Juvenile Protection Units (FJPU) under the Palestinian Civil Police (PCP), and strengthening protection coordination mechanisms in place involving the Security Sector (“Case Conference” mechanism).

With the aim to realize the above mentioned objectives, the Consultant will undertake the following tasks, duties and responsibilities:

Serious Case Review

  • Provide technical backstopping and support to MoWA and the responsible Technical Committee under the National Committee to Combat VAW in the review of the first SCR process and report;
  • Assess and document technical gaps within MoWA and among SCR Technical Committee members concerning the implementation of the SCR mechanism and the development of SCR reports;
  • Develop and implement capacity development sessions targeting concerned MoWA staff and SCR Technical Committee members and tackle identified technical gaps;
  • Assist SCR Technical Committee in finalizing the 1st SCR report;
  • Draft and share with UN Women and other relevant stakeholders recommendations for follow up on the SCR results.

Support to FJPU

  • Conduct an assessment of key areas to be tackled (for importance, sensitivity or criticality) while reviewing relevant existing and SOPs, following the merge of Family Protection Units and Juvenile Protection Units;
  • Conduct a Training Needs Assessment for the FJPU staff, indicating the new needs following the merge;
  • For duties targeting FJPU, maintain coordination and work in close cooperation with relevant PCP departments, and particularly with the Head of FPJU, in addition to relevant UN and other stakeholders’ concerned staff.

Strengthen Multi-stakeholder Coordination Mechanisms

  • Draft and share with UN Women guiding questions for main stakeholders involved in the protection of women and children, to assess current practices and informal mechanisms adopted with regards to protection cooperation and coordination mechanisms;
  • Participate in Case Conference sessions targeting sheltered women and/or women in conflict with the law, as identified with UN Women;
  • Conduct an assessment of existing coordination and cooperation mechanisms for protection of women and children victims of violence, focusing on relevance, effectiveness – looking at actual impact on women’s lives – and efficiency;
  • Draft recommendations on how to enhance relevance, effectiveness and efficiency of existing multi-stakeholder coordination mechanisms, as well as on the need – if any – of additional/different coordination mechanisms.

Time frame:

The assignment is expected to start in November 2014 and to be finalized by March 2015. 

Key deliverables:

  • SCR Technical Committee capacity development report;
  • FJPU Training Needs Assessment Report including areas to be tackled by new policy package and capacity development priorities;
  • Report on relevance, effectiveness and efficiency of Case Conference mechanism, including selected case studie
  • Recommendations for responding to SCR outcomes.

Required Skills and Experience

Education: 

  • Advanced university degree in social studies or relevant field.

Experience: 

The Security Sector Specialist should have the following qualifications:

  • A minimum of 15 years of work experience in policing, criminal investigation and in protection of vulnerable categories;
  • Significant work experience in setting professional standards within police forces;
  • Significant work experience in issues related protection of women and access to justice;
  • Experience working in international organizations / missions will be considered an asset;
  • Experience working in Palestine will be considered an asset;
  • Prior experience with similar assignments within the UN system will be considered an asset.

Language Requirements:

  • Fluency (both oral and written) in English;
  • Arabic is a plus.
