Background

The UN Development Group (UNDG) website (www.undg.org) is a development coordination portal managed by the Development Operations Coordination Office (DOCO).  DOCO is tasked with working with UNDG agencies to communicate information on UN coherence, including the Delivering as One UN pilot initiative, high-level policy statements, technical guidelines on programming, and operational tools and procedures.

The Knowledge Management Unit (KMU) takes care of all the online assets/subsites of the UNDG and the team is working on improving the UNDG web presence to enhance its development coordination efforts, promote sharing of country-level good practices between UNCTs, provide support to the management and accountability activities, and improve system capacity to deploy knowledge.

DOCO is currently undergoing a systematic revision and redesign of the UNDG web site as well as implementing a new content management system (CMS). The UNDG web site serves a dual purpose—as a public website with basic information about UNDG and its coordination mission, and as an “intranet” supporting those working in programme coordination.   The site serves as a one-stop-shop for all coordination programmes, policies, and procedures as well as country reporting, profile details and key contacts. It is also a portal to related resources, as well as an archive for historical documents.

The current content management system contains 1,000+ documents with 17,000 total files. Over the past 18 months it supported 225,000 visits representing over 200 countries in all regions and over 35 UN and other entities/agencies.

With the new design and CMS, DOCO is seeking an individual contractor with experience in web content management systems and online tools and assets as well as background on development coordination. The consultant’s primary goal is to migrate the website’s contents to the new CMS platform.

Reporting

The consultant will report to the Web Specialist, Knowledge Management Unit, DOCO

Duties and Responsibilities

Under the overall guidance of the Web Specialist, the consultant will be responsible for the following tasks:

  • Review and identify existing content of the website with the web specialist and migrate relevant contents of the UNDG website to the new system;
  • Add content to the new content management system according to the workflow process and guidance of web specialist and apply editorial guidelines to ensure appropriate retrieval and delivery;
  • Provide quality control to contents and documents uploaded;
  • Collect and add visual materials such as photos and videos to the website;
  • During web migration, create and update a list of materials recommended for sharing on UNDG social media platforms;
  • Support web team during survey and feedback process by providing data gathered during usability exercises;
  • Provide any other technical support to facilitate the completion of the exercise.

Timeframe

The Consultancy will  begin on 17 November 2014 estimated to end on 31 March 2015. The tasks will be tagged to the following sections and dates:

  • About UNDG   17 - 28 November 2014;
  • Guidance and Policies  01 – 12 December 2014;
  • Resident Coordinator System  15 - 31 December 2014;
  • UNDG Mechanisms   01 – 16 January 2015;
  • Regional Teams  19 – 30 January 2015;
  • Country Teams   02 – 13 February 2015;
  • Documentation, archiving   16 February to 31 March 2015.

The consultant will work in the Development Operations Coordination Office (DOCO), New York on regular working hours between 9 – 5pm Monday to Friday.

Competencies

Only proposals from individuals demonstrating the following skills will be considered.

  • Strong familiarity with in content management systems (WordPress), web technologies, and migration of complex web sites.
  • Excellent writing skills.
  • Good interpersonal skills;
  • Good teamwork skills;with
  • Ability to work with minimum supervision as well as in a team.

Required Skills and Experience

Education:

  • Bachelor’s degree with minimum of 3 years’ experience in Information Technology and web project management experience.

Experience:

  • Experience in web redesign/web migration projects of global sites;
  • Experience in website redesign with UN agencies an asset. Knowledge of development coordination;

Language:

  • Fluency (oral, written) in English is required;
  • Spanish/French an asset.

Evaluation Criteria

The proposals will be evaluated using the cumulative analysis method with a split 70% technical and 30% financial scoring. The proposal with the highest cumulative score will be awarded the contract. Shortlisted candidates will be evaluated according to the following technical criteria:

Step 1: Technical evaluation of the CV (P11) and Proposal. The minimum score required to pass the technical assessment is 70%. Only those Offerors that meet the minimum qualifications will be shortlisted. Offers will be evaluated based on the following weighted criteria:

Techinical Assessement: Maximum 100 points (Weighted 70%)

  • Quality of the proposal, including the approach to complete the assignment;
  • Experience on migrating web contents;
  • Technical background on CMS or WordPress;
  • Previous experience with editing and presenting texts in English for online communication.

Step 2: Financial evaluation of the qualified Offers (from step 1). The lowest financial offer will receive the assigned maximum financial points (30). All other financial offers will receive points in inverse proportion.

Financial Proposal: Maximum 30 points (Weight 30%).

The contract will be awarded to the candidate with the highest total score subject to the financial offer being within the hiring unit’s budget allocation.
