Background

Under the overall guidance of the Chief of the CO and Regional Programme Support Team and the direct supervision of Country Specialists, the Programme Associate will work in close coordination with other Programme Associates. S/he will ensure effective support to Country Specialists and COs in the region by capturing and aggregating the demand side and liaising in support to integrated solutions provided by the Team. S/he will enter and manage data and support transactions and programme implementation consistent with UNDP rules and regulations.

The Programme Associate can supervise clerical and support staff. The Programme Associate works in close collaboration with the operations, programme and projects’ staff in the Regional Hub, CO and UNDP HQs as required for resolving complex Country Office and Regional Hub related issues and exchange of information.

Duties and Responsibilities

Summary of Key Functions:

  • Support the formulation of the CO and Regional Programme annual workplan as well as Country Specialists workplans;
  • Liaises with HQs and Regional Hub colleagues to support coordinated responses and troubleshooting;
  • Administrative support to the CO and Regional Programme Team;
  • Support resource mobilization, monitoring and planning as well as knowledge building and knowledge sharing.

Support the formulation of the CO and Regional Programme annual workplan as well as Country Specialists workplans:

  • Ensures effective follow-up of agreed action-oriented roadmaps to achieve deliverables for an enhanced alignment and Strategic Plan implementation. United Nations Development Programme Search UNDP;
  • Collection, analysis and presentation of background information for preparation of CCA, UNDAF, CPD, CPAP, ROAR, effective application of RBM tools and establishment of management targets (BSC), COs pipeline among other priority planning and management tools;
  • Presentation of background information for formulation of country programme, draft project documents, work plans, budgets, proposals on implementation arrangements;
  • Support the preparation and regular update of working tools and specifically Country fiches;
  • Support Country Advisor’s mission planning, implementation and follow-up.

Liaises with HQs and Regional Hub colleagues to support coordinated responses and troubleshooting:

  • Support information sharing and coordination efforts with COs, thematic clusters and other regional hub and HQs;
  • Maintain updated lists of internal and external contacts relevant to the region;
  • Organize and ensures the logistics for internal and external meetings and virtual conferences as needed.

Administrative support to the CO and Regional Programme Team:

  • Support in the preparation of briefs in close coordination with the Planning, Reporting and Oversight Team and as required by the Directorate;
  • Support Individual Contracts’ and Direct implementation review and approval processes;
  • Regularly update the Country Office and Regional Programme Support Team’s dedicated sharepoint;
  • Ensures support to mission preparation, deployment and follow-up including travel arrangements, DSA, security clearances, accommodation, etc.;
  • Act as focal point for Country Offices for Regional Hub and HQ visiting missions;
  • Facilitate functional requirements of the Team including ICT and supplies;
  • Support the scheduled and ad hoc Team meetings including logistical arrangements, notetaking as needed, etc.;
  • Creation of requisitions in Atlas, register of goods receipt in Atlas;
  • Making budget check for requisitions, POs and vouchers.

Support resource mobilization, monitoring and planning as well as knowledge building and knowledge sharing:

  • Analysis of information on CO pipeline and priority partners;
  • Organization of trainings as deemed appropriate.

Required Skills and Experience

Education:

  • Secondary Education, preferably with specialized certification in Accounting and Finance;
  • University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement.

Experience:

  • 6 years of progressively responsible administrative or programme experience is required at the national or international level;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language:

  • Fluency in English and Spanish, both oral and written, is required;
  • Working knowledge of another UN official language is an asset;
  • Proficiency in English will be tested through assessment tools such as TOEFL.
