Background

UN field personnel are exposed to various health and security hazards that may result in disease; psychological trauma and life threatening injuries. Dedicated, effective primary health, occupational health and emergency medical services may mitigate negative outcomes of trauma, injuries and health complications providing better chances for saving lives as well as for faster and better recovery. The UN Medical Doctor is part of the UN common services of the UN country team in DPRK and administered by UNDP. UN field personnel are exposed to various health and security hazards that may result in disease; psychological trauma and life threatening injuries. Duties and Responsibilities

Under the overall direction of RC and under the direct supervision of UNDP Operations Manager the incumbent will perform duties enumerated here under:

  • To attend  UN Dispensary on full time basis;
  • Be on call during and outside working hours to observe and treat emergencies in the UN Dispensary or in their homes;
  • To provide medical services to all UN staff and their  dependents as well as non-UN members of diplomatic community of DPRK;
  • To undertake domiciliary  visits  (home calls) when required  for   UN staff and dependents;
  • To  establish   contacts   and  obtain  agreement  with   one  of   the   local hospitals for emergency admissions;
  • To handle serious emergencies, such as cardiovascular diseases, cerebral hemorrhages, poisoning, internal hemorrhages, etc.;
  • Be responsible for the supervision and distribution of work for the nurse(s) and other staff of UN dispensary;
  • Be responsible for procurement and inventory of all vaccines, medicines, supplies and equipment;
  • Be responsible for maintaining emergency medical supplies and equipment to be used in case of emergency situation;
  • Be responsible for replenishing first-aid kits and other essential medical supplies kept in other duty stations within DPRK;
  • Facilitate medical evacuation authorized by the UN Medical Doctor of the UN staff and their dependents in consultation with the Resident Coordinator for further investigations and major treatment;
  • Be responsible for entry and periodic medical examinations for UN staff members who choose to use UN Dispensary for their examinations;
  • Verify sick leave reports submitted by  all United Nations personnel from UN Examining Physicians and other medical practitioners in the country;
  • Be responsible for maintaining medical records for all UN personnel and visitors and to advise health precautionary steps to new staff members;
  • Prepare and send periodic reports of functions, visits, and treatments at the UN dispensary to the UN Medical service;
  • Advise health precautionary steps to be undertaken at the duty station;
  • To be ready to accept any other duties as considered necessary by the UN Medical Director and/or Resident Representative;
  • Provide trainings on first aid and treatment of minor ailments for UN field staff and drivers;
  • Prepare health education material and delivery of sessions to address staff on work environment, occupational health and other specific medical and health issues for groups of staff.

Deliverables:

Regular and high quality support is provided in accordance with the TOR.

Financial proposal: 

Contracts based on daily fee will be proposed to the selected candidate. The financial proposal should specify the daily fee , travel expenses and per diems quoted in separate line items, and payments are made to the Individual Consultant based on the number of days worked.

Travel costs

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Selection method:

Desk review  with the validation interview of the recommended candidates.

Evaluation: 

Maximum available technical score - 70 points:

  • Educational background – 20 points max;
  • Relevant professional experience – 40 points max;
  • Language Skills – 10 points max.

Evaluation method: 

Cumulative analysis (Technical Criteria weight: 70%; Financial Criteria weight: 30%)

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

  • 30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal  will be considered as the most compliant offer and will be awarded a contract.

The recommended candidate will be subject of UN medical Division Clearance and will be offered a contract only if this condition is met.

Required Skills and Experience

Education:

  • Advanced University Degree in Medicine, from an accredited University and currently licensed to practice within home country or other national jurisdiction;
  • Valid certification in Advanced Trauma Life support, Advanced cardiac Life support OR Pre hospital trauma life support is desirable;
  • Certification in HIV care OR VCCT is desirable.

Experience:

  • At least five (5) years progressive experience and practice in general medicine;
  • Surgical, ICU, aeromedical or anesthetic experience is an advantage;
  • Previous UN medical system/international medical experience is desirable;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) is expected.

Experience:

  • Fluency in English is required;
  • Knowledge of local language highly desirable.

Other:

  • Driving license.
