Background

UNWomen Iraq is providing technical support to the newly elected woman parliamentarians to be able to perform their functions efficiently. . The efforts are directed towards reinforcing the capacity of the woman parliamentarians and enhancing their political participation and leadership roles as well as introducing gender equality approaches. The support consists of in-house training (including TOTs), mentoring, consultations and workshops as well as several outreach activities.

The project targets the newly elected woman parliamentarians as well as key administrative staff in the Speaker’s office and elsewhere in parliament.

It is worth noting that documented literature assessing women's MPs' performance revealed the need to enhance the capacities of woman MPs especially in relation to financial and economic issues, human rights and representation. Moreover, studies revealed that conservative cultural stereotypes negatively affected the performance of woman parliamentarians,.

Based on this, UNWomen is looking to hire international/or national consultant(s) to conduct training workshops on the legislative process,  drafting and reviewing laws and use of the best approaches and practices adopted worldwide.  

Scope of the Assignment:          

Under the direct supervision of the UN Women Iraq/ Program Management Analyst, the legal expert will be responsible for delivering the following outputs.

Duties and Responsibilities

The legal expert will have the duties that include and are not limited to: 

  • Conduct a number of training workshops on legal drafting and review;
  •  Conduct an assessment to the capacity needs of targeted woman MPs in regard to legal analysis and drafting;
  • Setting the workshop program and outlining the topics to be dealt with, putting down the workshop agenda, and identifying the training material;
  • Provide mentoring and follow up support to workshop participants over a three month period. Sharing best practices and lessons learned with the participants in relation to law making; and
  • Developing a general work plan(s) with a potential timetable for a series of a follow up training and technical support for the draft laws to be considered.

Deliverables

  • Finalized workshops' program and their agendas as well as the training materials;
  • Completion of the workshop and finalization of its program;
  • A final report at the end of each workshop that gives a description of the event important details and summarizes the outcomes, challenges, lesson learned, and future issues to be addressed.

Monitoring and Reporting Requirements:

Monitoring:

Overall, the legal Expert’s performance will be evaluated based on the following key criteria:

  • Provision of a comprehensive, appropriate, and sufficient workshop program;
  • Successful coordination with and among the participants;
  • Fruitful implementation of the workshop program as indicated in the ToR;
  • Excellent communication skill and high quality of advice and perspectives; and
  • Finalization of a final workshop report.

Reporting:

The legal Expert shall report directly to the Program Management Analyst at UNWomen/Baghdad Office/Iraq.

Required Skills and Experience

Education:

  • Advanced degree (Masters’ or PhD) in law, or international law, or political science, or any related discipline.

Experience:

  • Minimum seven years of experience in the area of law making and drafting legislations. Any experience working in a governmental or a civil service setting would be an asset;
  • Proven record of provision of legal training and preferably experience as a legal expert in two  international or/and national projects of similar scope;
  • Previous experience in facilitation/ presentations at the national or/and international levels; and
  • Proven experience of the understanding of the political context in Iraq is an advantage and of working in Iraq is an asset.

Language Requirements:

  • Fluency in Arabic language is essential; and
  • English is an asset.

Evaluation Criteria

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation as indicated below.

Notes:

  • Only candidates obtaining a minimum of 50 points in the technical evaluation would be considered for the Financial Evaluation.
  • Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

(Lowest Bid Offered*)/ (Bid of the Consultant) x 30
*"Lowest Bid Offered" refers to the lowest price offered by Offerors scoring at least 50 points in technical evaluation.

Criteria A: relevance and responsiveness of candidate’s past experience & qualification based on submitted documents:

  • Minimum seven years of experience in the area of law making and drafting legislations. Any experience working in a governmental or a civil service setting would be an asset - 14 Points;
  • Proven record of provision of legal training and preferably experience as a legal expert in two international or/and national projects of similar scope - 16 Points;
  • Proven experience of the understanding of the political context in Iraq is an advantage and of working in Iraq is an asset - 10 Points;
  • Previous experience in facilitation/ presentations at the national or/and international levels- 10 Points;
  • Fluency in Arabic language is essential and in English is an asset - 5 Points.
