Background

The joint programme “Promoting Mainstream Polices and Services for People with Disabilities in Ukraine” is implemented by ILO, UNDP, UNICEF, and WHO in cooperation with the Government and civil society organizations in Ukraine, aims to promote the application of accessibility and universal design standards as enablers for inclusion and participation of the persons with disabilities. It focuses on existing barriers that prevent or limit equal access to services and facilities intended for the general public. The joint programme works at sub-national (in Kharkiv Oblast) and national levels and supports comprehensive capacity development and awareness raising efforts.

Programme concentrates on adjustment of services, processes, products and programmes in a way to make them accessible by diverse groups of people including people with disabilities without the need for specialised design.

Awareness-raising component of the project is concentrating on spreading the knowledge of the concept of Universal Design and the seven principles.

Seven principles of Universal Design (Center for Universal Design at North Carolina State University)[1] are the following:

  • Equitable use – design of products/services is created in a way that it can be used by people with diverse abilities,
  • Flexibility in use – design of products/services accommodates a range of individual preferences and capabilities,
  • Simple and intuitive use - the design and functions are easy to understand to persons regardless of previous experiences,
  • Perceptible information – design communicates necessary information to the user regardless of his/her sensory abilities,
  • Tolerance for Error - design minimizes hazards from accidental unintended actions,
  • Low physical effort - design is created in a manner that requires minimum of efforts and causes minimum of fatigue,
  • Size and Space for approach and use – appropriate space is provided for reach, manipulation regardless of user’s mobility, posture or body size.

As part of the national component of the Joint Programme, the issue of Employment of persons with disability will be amended. As Ukraine has signed the Ukraine–European Union Association Agreement, the issue of harmonization of the legislation and standards is put on the agenda in all spheres including the social protection and employment. The Joint Programme is seeking an expert in the field of Employment and job support and coaching who can provide expertise and present models of provision of job support and coaching for people with disabilities that exist in the countries of the European Union.

Duties and Responsibilities

Overall Objective of the Assignment

The overall objective of the assignment is to collect existing practices of job support and coaching from EU countries, prepare Report on Models of job support and coaching and present them to Ukrainian stakeholders.  

Scope of Work

Consultant will perform the following activities for the successful completion of the assignment:

In consultations with the UNDP Project Manager identify the list of 7 EU countries for research on the working models of provision of job support and coaching for persons with disabilities. At least 2 countries should be the new accession countries. Provide inception report with list of countries and suggested structure of the final report.

Research the existing models of job support and coaching that work in these countries.

The research should address but not be limited to the following:

  • What organizations and specialists provide support and job coaching for persons with disabilities? What are the qualification and if relevant licensing requirements?
  • What is the source of funding and mechanism for provision of such support on national and regional level?
  • Which conditions should be met for a person to qualify as recipient of such support?
  • What is the minimum, maximum and optimal term that such support may be provided?  How is this identified and who identifies this?
  • Is the model considered effective by the experts within the country?
  • What are the targeted recipient groups?
  • What are the necessary preconditions for implementation of such service?  What are restrictions and limitations?
  • Description of a few good examples of provision of such support for each country.
  • Description of the organizations that provide the job support services and their scope of work, organizational charts where available.

Prepare Report on models of job support and coaching in EU countries (with relevant and used sources) and submit to Project Manager. Report may be either in English or Ukrainian or Russian. Translation will be provided by the Project if needed.

Prepare a presentation in PP format to be presented to Ukrainian stakeholders that are involved into creation of the model of the job support and coaching for persons with disabilities in Ukraine.  Presentation may be either in English or Ukrainian or Russian. Translation will be provided by the Project if needed.

Give public presentation to the Ukrainian Stakeholders and answer the questions that may arise. The presentation will be held in Kyiv. The date and time will be discussed with the Consultant separately.
Submit Final Report on Models of job support and coaching and developed PP presentation to the UNDP Project Manager.

Tentative timeframe

Activity - Timeframe

  • Identify the list of 7 EU countries for research on the working model of provision of job support. Prepare Inception report with structure of the Final Report on Models  - Up to 1 working day;
  • Research the existing models of job support and coaching for persons with disabilities that work in EU countries  - Up to 5 working days;
  • Prepare Report on existing Models of job support and coaching in EU countries and PP Presentation - Up to 8 working days;
  • Give formal public presentation of the results of the research and existing models in Kyiv  - Up to 1 working days.

Deliverables

Upon the completion of assignment, the Consultant should provide the Project Manager with the following products:

  • First Report with first draft of the Report on existing Models of job support and coaching - not later than 10 days after the start of the project;
  • Final Report consisting of Final Draft of the report on existing Models of job support and coaching and the PP presentation- not later than 20 days after the start of the contract.

Proposed payment schedule

UNDP will pay the negotiated amount in two tranches according to the following payment schedule:

  • the first payment upon approval of the First Report – (50%);
  • final payment after submission of the Final Report (50 %).

Monitoring and Progress Controls

Consultant will work under supervision of the UNDP Project Manager and in close cooperation with MSP and State Employment Center.  An electronic and paper versions of the Deliverables should be submitted not later than abovementioned fixed dates.

Competencies

Functional:

  • In-depth knowledge of employment and social support systems in Europe, in particular in the area of supported employment and/or disability;
  • Excellent research, analytical and report writing skills;
  • Strong communication and presentation skills.

Corporate:

  • Demonstrates integrity by modeling the UN’s values and ethical standards;
  • Promotes the vision, mission, and strategic goals of UNDP;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Treats all people fairly without favoritism;
  • Fulfills all obligations to gender sensitivity and zero tolerance for sexual harassment.

Required Skills and Experience

Education:

  • At least Master’s degree in Social Sciences, Humanities, Economics, International Development or any related fields.

Professional experience:

  • At least 10 years of experience in the topic of Employment/Disability/Social Services/Social Policy in Europe;
  • At least 7 years of  experience in conducting research and preparing reports;
  • Experience of conducting  trainings/presentations to various audiences.

Languages:

  • Fluency in English with excellent writing skills;
  • Knowledge of Russian or Ukrainian will be an advantage.

Documents to be included when submitting the proposals

Applicants shall submit the following documents:

  • List of past research work conducted and  example of written  work/report produced (atatcehd to CV in one *.pdf file);
  • Letter of interest, explaining why the applicant considers him- or herself the most suitable for the work;
  • Personal CV/P11 form, including information about past experience in similar assignments and contact details for referees;
  • Financial Proposal - Lump sum contract.

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Evaluation criteria

  • Educational background – 10 points max { 10pts. – PhD, 9 pts. –Master’s degree};
  • At least 10 years of experience in the topic of Employment/Disability/Social Services/Social Policy in Europe –  20 points max {20 pts. – 15 + years and more; 17 pts. - 12 years; 10 pts. – 10 years);
  • At least 7 years of  experience in conducting research and preparing reports–  20 points max {20 pts. – 10 + years and more; 17 pts. - 9 years;15 pts. – 7 years);
  • Experience of conducting trainings/presentations – 10 points max {10 pts. –10 plus trainings/presentations; 7 pts.  6-8 trainings/presentations; 5 pts. – up to 5 trainings/presentations);
  • Language Skills (English language) – 10 points max {10 pts. – fluent}.

Maximum available technical score - 70 points.

Evaluation method: Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%.

* Financial Criteria weight: 30%.

Only candidates obtaining a minimum 70% from the maximum available technical score would be considered for the Financial Evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

  • 30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.
Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org.
