Background

The United Nations Development Assistance Framework (UNDAF) Jamaica 2012-2016 is an expression of the United Nations system’s commitment to, and cooperation with the government and people of Jamaica. The UNDAF is a vehicle for strategic partnership and is fully aligned with national priorities articulated in key development frameworks, including Vision 2030 Jamaica – National Development Plan, the Medium Term Socio-Economic Policy Framework and the Millennium Development Goals.

The UNDAF 2012-2016 proposes funding totalling thirty seven million eight hundred thousand to be invested over the five year period on activities, programmes and projects covering three main pillars, namely: (i) environment; (ii) social empowerment and equity; and (iii) safety, security and justice. At this point, funding has been identified for only thirty tree percent of the UNDAF activities leaving a gap of twenty four million four hundred thousand to be mobilized.

The UNCT would like to recruit external assistance to facilitate the development of a Resource Mobilization Strategy (RMS) and an implementation plan for the strategy.  These Terms of Reference speak specifically to the development of the Resource Mobilization Strategy aimed at raising funds for the UNDAF 2012-2016 funding gap.

Duties and Responsibilities

  • Review the UNDAF 2012-2016 to ensure appreciation of its programmes, projects, expected results and resource requirements;
  • Review individual Agency–specific resource mobilization strategies (where they exist) and adapt best practice to the UNDAF RMS.
  • Review RMS developed by other UN Country Teams;
  • Identify lessons learned from other Country Teams implementing a RMS, including Delivering as One (DaO) Pilot and self-starter countries, so as to guide development of the RMS;
  • Undertake an environment scan for potential funding sources;
  • Based on the environment scan, review and assess the relevance of the sources and develop mechanism(s) to further explore potential funding for specific programme areas in the UNDAF. The assessment may involve exploring how the projects and programmes in the UNDAF may be packaged to attract funding;
  • Identify potential areas of resource mobilization with a particular emphasis on non-traditional donors, including the private sector and foundations. This should include mapping of donors and prioritizing potential donors to be targeted;
  • On completion of the plan, organize a meeting of donor partners and the government of Jamaica to discuss the feasibility of support and ensure alignment with government priorities;
  • Prepare a UNDAF Resource Mobilization Strategy and prepare a detailed implementation plan for the Strategy.

Methodology  

The consultancy will involve mainly desk reviews, discussion with major private sector partners operating in Jamaica, interviews with Heads of agencies and drafting of the Strategy and implementation plan. Under the direct supervision and guidance of the UNCT, the consultant will work closely with the Resident Coordinator’s Office (RCO) as manager of the assignment. 

Scope of Assignment

The duration of the assignment is estimated twenty-four days spread over one and a half months, commencing 1 December 2014. During the period of the consultancy the consultant is expected to make regular updates with the UNCT subcommittee that will be established for this purpose.

Deliverables  

UNDAF Resource Mobilization Strategy identifying potential areas of resource mobilization. The strategy should respond to the following questions, inter alia:

  • What does the UNCT need in terms of resources for the UNDAF (2012-2016)?
  • What can the UNCT expect to mobilise in terms of resources (core and non-core funding)?
  • What traditional/new sources of funding are available to cover the resource gap?
  • What potential donors should be targeted for each Pillar, Outcome and Joint Programme?
  • How can the UN leverage small funds and still do its work or position itself differently to contribute to development when resources are limited?

Detailed Implementation Plan for the Strategy

Timelines

  • In two days the consultant should perform document review (Jamaica UNDAF 2012-2016, existing RMS, lessons learnt);
  • In five days the consultant / Heads of Agencies should perform Consultation with Agencies on RMS;
  • In five days the consultant should undertake an environment scan for potential funding sources and donor mapping;
  • In ten days the consultant should draft UNDAF RMS and implementation plan;
  • In five days the UNCT Subcommittee should review of the draft RMS and submission of feedback to consultant;
  • In two days the consultant should finalization of the RMS and Implementation Plan and submission to UNCT.

Competencies

  • In-depth  substantive  knowledge  of  the  political  environment  and  challenges  facing  external resources mobilization in the Caribbean and Jamaica in particular;
  • Strong proven understanding of the aid development context and the UN in Jamaica;
  • Demonstrated ability to establish priorities and to plan, coordinate and monitor tasks to achieve results;
  • Strong written and oral communication skills.
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Highest standards of integrity, discretion and loyalty.

Required Skills and Experience

Education:

  • Advanced University degree in social sciences or discipline relating to international development.

Experience:

  • Five years Experience working with diverse partners;
  • Demonstrated prior experience in resource mobilization suitable for development agencies

Language:

  • Fluent in English.

Application procedure:

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

Technical Proposal (not more than 450 words):

  • Explaining why they are the most suitable for the work;
  • Providing a brief methodology on how they will approach and conduct the work, if different from the proposed methodology.

 Financial proposal

  • CV including past experience in similar projects and at least 3 references.

Evaluation:

Individual consultants will be evaluated based on the following:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight: Seventy percent.

Financial Criteria weight: Thirty percent.

Only candidates obtaining a minimum of forty nine points and above would be considered for the Financial Evaluation.
