Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Syrian crisis, now in its fourth year, has led to the displacement of 9.3 million people. Although most are currently considered internally displaced within Syria, approximately 2.6 million refugees have crossed borders into neighbouring countries in the region. Jordan is hosting 588,979 refugees, of which an estimated 80% live in host communities. Vulnerable women and children represent about 80% of the affected population. As the protracted nature of the Syrian conflict becomes more apparent and its impact on neighboring countries and host communities more severe, there is an increasing recognition among all partners that the development challenges arising from the crisis need accelerated actions and enhanced capacity in order to be addressed. In supporting the Government of Jordan to respond to this crisis UN Women works at multiple levels to address to the specific needs of Syrian refugees in the camp and vulnerable Jordanian women and men in host communities, building on their own initiatives and skills as well as addressing vulnerabilities.

The Senior Area Coordinator will be responsible for implementing UN Women’s activities under the Response, Recovery and Resilience (RRR) team in support of Syrian refugees living in camp settings. This focuses on safe spaces, life skills support and protection/GBV referrals. The person will be responsible for overseeing all aspects of the team’s delivery in camp settings and for managing RRR team UN Women staff working in the camps.  The person may also be called upon to support other activities in the camp, as requested.

Duties and Responsibilities

Oversee effective implementation and monitoring of camp activities, as implemented by the RRR team, as follows:

  • Undertakes the planning and the management of the all camp activities, as implemented by the RRR team;
  • Formulate camp based work-plans and strategies in consultation with the RRR counterparts and key stakeholders;
  • Development of appropriate monitoring tools and constant monitoring and analysis of the camp activities;
  • Draft concept notes, work-plans, budgets, agreements and proposals on implementation arrangements;
  • Identify, recruit and supervise UN Women staff, volunteers and national consultants as deemed necessary for the implementation of camp-based activities, in close coordination with the Recovery Specialist;
  • Ensure timely preparation and submission of quality progress/annual reports to all relevant stakeholders including donors;
  • Review technical reports received by implementing partners.

Build and maintain partnership with the stakeholders involved in camp activities (Governmental and Non-Governmental), as follows:

  • Build successful partnerships with stakeholders, including, UN Agencies, local and international NGOs, humanitarian and development partners and CSOs;
  • Participate effectively in coordination meetings and other strategic fore as requested by the Jordan Country Office Recovery Advisor;
  • Develop strategies for building the capacities of local partners on gender mainstreaming, Gender-based Violence and life skills;
  • Provides support and guidance for other projects and initiative under Jordan programme;
  • Maintain regular communication with implementing partners and key stakeholders, ensuring their active participation, involvement and support of the RRR team’s objectives and activities.

Financial and Human Resources Management of the work being undertaken in camp settings by the RRR team:

  • Manage resources to ensure proper utilization of allocated funds and accountability;
  • With Atlas Project Manager Profile, initiate timely review of periodic progress and financial reports;
  • Initiate necessary actions related to all procurement activities, including preparation of an annual procurement plan and drafting of LAMRC submissions, agreements and contracts;
  • Effective tracking and management of various contracts issued to ensure timely work completion per schedule and disbursements;
  • Regular monitoring and control of related expenditures in Atlas ensuring that all transactions are correctly recorded and posted in Atlas;
  • Timely initiation of project budget revisions to ensure availability of funds;
  • Support in recruiting the camp based staff with the needed required competencies and supervise a suitable training and learning process;
  • Provide guidance and support to contractors and project teams in implementing annual workplans;
  • Supervise the administration and finance of camp based activities in accordance with UN Women rules and regulations;
  • Supervise field oversight including field visits, events and follow up on meeting agreements and deliverables;
  • Ensure proper tools are in place for efficient documentation of all camp based components.

Required Skills and Experience

Education:

  • Master’s Degree in Sciences, Social Sciences, Public or Business Administration, gender /women studies or other development-related fields.

Experience:

  • Over 15 years of relevant experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting, with 3 or more years of management responsibilities of similar complexity;
  • UN experience desirable;
  • At least 5 years of experience on gender and human rights issues;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spread sheet and database packages, experience in handling of web-based management systems;
  • Proven advocacy, analytical, negotiation, leadership and writing skills.

Language(s):

  • Fluent written and spoken English and Arabic are essential.
